The global climate crisis continues to escalate, demanding urgent and ambitious action from all nations to avert the most catastrophic impacts of climate change. The window of opportunity to limit global temperature rise to 1.5°C is rapidly closing, underscoring the need for countries to strengthen their climate commitments and accelerate their transition to sustainable, low-carbon economies.
The Paris Agreement remains the cornerstone of global climate action, providing a framework for countries to progressively enhance their Nationally Determined Contributions (NDCs) and align their development pathways with climate resilience and sustainability. Building on the momentum of the first two rounds of NDC submissions, countries are now embarking on the formulation of their third generation of NDCs (NDC 3.0), aiming for even greater ambition and accelerated implementation.
Bhutan, a global leader in environmental conservation and sustainable development, has consistently demonstrated its strong commitment to climate action. The country’s first NDC showcased its ambitious pledge to remain carbon neutral, reflecting its deep-rooted respect for the environment and its commitment to a sustainable future. The second NDC further strengthened Bhutan’s climate actions, focusing on enhancing low-emission development strategies and mitigation targets in key sectors.
Now, as Bhutan embarks on the formulation of its NDC 3.0, the country has the opportunity to further enhance its climate ambition and demonstrate its leadership in tackling the global climate crisis. This will involve a comprehensive assessment of mitigation and adaptation potential, identification of innovative solutions, and strengthened cross-sectoral collaboration to ensure effective implementation.
To support Bhutan in this critical endeavor, the United Nations Development Programme (UNDP) will work closely with the Government to providing support through the UNDP Climate Promise and GCF Readiness project for NDC3 preparation and its timely submission to UNFCCC prior to COP30 in 2025. The NDC 3.0 process will build upon the achievements and lessons learned from previous NDC cycles, ensuring that Bhutan’s climate actions are ambitious, inclusive, and aligned with national development priorities and the goals of the Paris Agreement.
The deployment of a dedicated NDC Project Coordinator will be crucial in facilitating this process, providing technical, coordination and facilitation support to ensure the successful formulation and implementation of Bhutan’s NDC 3.0.
Duties and Responsibilities
The coordinator will work under the direct supervision of UNDP team lead and Director DECC and is expected to work on full time basis.
The coordinator will work under the direct supervision of the Portfolio manager, Environment and Livelihood, UNDP and the Director of the Department of Environment and Climate Change (DECC).
He/she will be responsible for day-to-day management of the project through coordination and engagement with thematic working groups and key stakeholders relevant to NDC3 process, especially the DECC, ensuring successful and timely implementation of the project. Other tasks include technical inputs, communication, TOR preparation, report writing and minute keeping, and work closely with the procurement and program team while ensuring compliance with UNDP and GCF rules and regulations. The coordinator is also expected to work closely with the Bangkok regional team and UNDP HQ and staff from other agencies and national partners from the government, CSO, development partners and donors.
Under the joint direct supervision of UNDP and DECC, the Project Coordinator has the key responsibility of
Lead, manage, coordinate, and develop effective project planning and implementation with the following activities and tasks
- Promote south south and global cooperation, technical advisory support and innovation.
- Planning, coordination and Implementation of the project in accordance with UNDP project implementation requirements.
- Ensure the project is implemented in compliance with programme and operations policies and procedures (POPP) and quality assurance standards as outlined in the approved Project Document, meet the requirements of UNDP, DECC, and the Donors.
- Plan and prepare Annual Work Plans and Budgets of the project.
- Coordinate with all project collaborators, implementers and stakeholders to ensure effective project delivery.
- Coordinate project board and technical meetings ensuring alignment with the project’s goals and timeline.
- Identify potential risks or challenges to project implementation and propose mitigation strategies.
- Coordinate strategic oversights in Planning, budgeting, implementing and monitoring of projects
- Coordinate funds flows, submission of financial report
- Manage and provide timely update of project dashboards
- Identify and utilise opportunities for the project to achieve greater impact and synergies through partnership as well as through seeking collaboration across UNDP’s programmes/projects.
Delivery, monitoring and reporting of NDC 3.0 development and implementation projects (GCF)
- Work Planning and Budgeting: Contribute to the development and refinement of results-oriented work plans and budgets, ensuring that resources are strategically allocated to achieve project objectives and deliver tangible outcomes. Regularly review and revise plans to adapt to emerging needs and priorities.
- Progress Monitoring and Reporting: Track project progress, monitor activities, and prepare comprehensive reports that capture key achievements, challenges, and lessons learned. Contribute to the development of compelling presentations, briefings, and knowledge products that effectively communicate project outcomes to various audiences.
- Consultant Management and Support: Provide comprehensive support to national and international consultants engaged in sectoral assessments and related activities. This includes facilitating access to relevant data and information, coordinating meetings with key stakeholders, and ensuring effective communication and collaboration throughout the consultancy period. Closely monitor consultants’ work to ensure timely delivery of outputs and achievement of desired outcomes as outlined in their Terms of Reference.
- Knowledge Management and Documentation: Maintain meticulous records of all project activities, both in electronic and physical formats, ensuring compliance with audit requirements and facilitating institutional learning. Develop and implement a robust knowledge management system to capture and disseminate valuable insights and lessons learned throughout the NDC 3.0 process.
- Communication and Outreach: Prepare regular project updates, including monthly and quarterly reports, for internal and external stakeholders, including donors, in collaboration with DECC. Contribute to the dissemination of project information and key findings through various channels, including the NEC website and related social media handles, to promote transparency and stakeholder engagement.
Stakeholder management, partnership coordination, and external relations
- Stakeholder Engagement and Communication: Cultivate and maintain strong relationships with a wide range of stakeholders, including government agencies, parliamentarians, non-state actors, private sector entities, civil society organizations (CSOs), academia, development partners, and other relevant agencies. Facilitate effective communication and information sharing among these stakeholders to foster collaboration and ensure alignment on NDC 3.0 priorities. All communication must be copied to the DECC.
- Meeting and Workshop Facilitation: Plan, organize, and facilitate effective meetings and workshops that contribute to the advancement of the NDC 3.0 process. This includes developing agendas, coordinating logistics, and ensuring productive discussions and outcomes. Serve as the rapporteur for these events, capturing key discussions, decisions, and action points through detailed notetaking and minute-taking, and submit them to DECC for official record.
Facilitate knowledge management and innovation
- Knowledge Management and Communication: Develop and disseminate engaging awareness and learning materials, including policy briefs, brochures, flyers, and videos, to enhance understanding of NDCs and the NDC 3.0 process among diverse stakeholders in collaboration with DECC. Effectively communicate complex information in accessible formats to promote broader awareness and engagement.
- Learning and Innovation: Continuously identify, analyze, and synthesize best practices and lessons learned from the NDC 3.0 development and implementation project, including the Climate Promise initiative and other relevant climate and environment projects. Stay abreast of emerging trends, innovative approaches, and cutting-edge solutions in climate change and environmental management. Actively contribute to organizational learning and knowledge sharing by documenting and disseminating valuable insights through internal platforms and corporate knowledge tools.

Required Skills and Experience
Education:
- Advanced university degree (master’s degree or equivalent) in Climate Change, Environment Management, Natural Resource Management, Development Economics, Project Management or related fields is required. OR
- A first-level university degree (Bachelor´s degree) in the areas mentioned above in combination with additional 2 years of qualifying experience, will be given due consideration in lieu of Master´s degree
Experience:
- Minimum 5 years (with Master´s Degree) or 7 years (with Bachelor´s Degree) of experience related to sustainable development, climate change, natural resource management or environmental protection is required.
- Proven experience and knowledge of Bhutan’s context of national plans, strategies and policies related to climate change is required
- Demonstrated experience in the areas of project development, planning, implementation, and monitoring
- Experience in building strategic partnerships
- Demonstrated experience and knowledge on climate change mitigation and adaptation actions
- Experience in ToR development managing experts and consultants is an asset
- Experience in facilitating training and workshops is an asset.
Required languages:
- Fluency in in English and Dzongkha is required.
