ROLE PURPOSE
The Project Coordinator will be responsible for coordination and managing the implementation of a Humanitarian e project, under the supervision of Director of Programme in close coordination with other technical and support departments including local implementing partners.
Dimensions of the Role
Under the direct supervision of Director of Programme, the Project Coordinator is in charge of the preparation of, and overseeing the implementation of all project components, in close coordination with partners and field teams. The coordinator will also be responsible to ensure quality programming and monitoring of the project, while working closely with other internal support functions, including M&E, Operations, Finance, Grants, etc. Moreover, this position requires very strong reporting and financial management skills (re-phasing, re-alignment), where the coordinator will be managing and monitoring the spending of the project in a fast-paced environment, with close monthly financial reports, and close coordination with Plan’s and partners’ finance and grants teams.
Accountabilities
Project Monitoring and Implementation
- Map out in details the monthly implementation plan and share with partners engaged in the implementation of the project ensuring timely deliverables as per the budget expenditure plan
- Develop and implement a comprehensive management, monitoring and evaluation framework for the project in coordination with other Plan Lebanon and partner organizations.
- Ensure roll out use and share with partners of Plan International Partnership Monitoring tools, and Project Management Tools for the project.
- Work closely with Plan technical focal points to ensure coordination, support, capacity building, and training development for project staff including the partners’ staff.
- Be responsible for the delivery of quality impact deliverables/other services throughout all project implementation cycles.
- Provide coordination and administrative support for all project stages from project start up to project end.
- Provide and maintain continuous high-quality communication with relevant Plan and partners’ staff.
- Maintain ongoing monitoring of the developing humanitarian and security situation in project areas and adjust activities accordingly.
- Ensure that different sectoral activities (Child Protection, (CP) Cash, Basic Assistance (BA), etc.) are implemented in a coordinated and cohesive manner in compliance with Humanitarian Standards and in coordination with local authorities.
- Provide continuous guidance and support to local partners.
- Ensure field supervision of the project operations in order to ensure CPBA, components etc are implemented in line with planned activities and expected outcomes including timely expenditure of the budget for both Plan and partners.
- Collect, update and share information related to project progress with the relevant staff and coordinate closely with grants and finance team
- Maintain regular communication and visits for project sites to ensure that the project achieves all the set goals in a timely manner.
- Ensure timely submission of work plans, reporting, and budget forecasts to their line manager
- Follow up on financial liquidation/settlement/ reports according to Plan’s procedures and submit spending reports to grants/finance team for review and approvals.
- Engage with Ops/Security Departments for all guidance support needed to make sure all Plan SOP re: security and procurement/ supply chain are followed.
- Ensure that all Plan International and donor compliance rules and regulations are adhered to for both Plan Lebanon and implementing partners in close coordination with grants department.
Coordination, Communication and Reporting
- Coordinate and lead on internal and external monthly project review meeting with Plan and partners’ teams.
- Contribute to documentation of technical/program approaches, lessons learned, and success stories
- Establish and maintain appropriate working relationships with government, institutions, partner organizations, local NGOs, etc. in target areas.
- Attend working group and task force meetings on a local level, and contribute accordingly.
- Ensure adequate and accurate reporting of data on project Info, internal databases, and Sitreps, if required.
- Draft and input into weekly, monthly, quarterly and annual reports for both internal and external purposes.
Financial Management:
- Monitor the project budget on a weekly basis and monthly basis with the support of the grants/finance team revision to highlight any over/underspending, and lead
- Support the partners in their monthly re-phasing/realignment in close collaboration with the line manager and grants/finance team
- Coordinate on a monthly basis with the finance officer to address any comments regarding the financial report, and follow up on the necessary actions.
- Support and coordinate with the finance team, the partners’ supporting documents visits.
Staff Management
- Ensure regular weekly team meetings and provide appropriate support and monitoring of project activities roll out and completion.
- Manage direct-report staff, including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and leading documented performance reviews in close coordination with line manager and HR team.
- Provide daily technical support to project officers.
- Ensure that service provisions within the team are of a high standard by mentoring and monitoring direct reports on the field on a regular basis.
Key relationships
Internal: project team, line manager, other support departments including MERL, finance team, operations team, grants team, etc.
- External: Partners, Protection actors, UN and local authorities in the South.
Technical expertise, skills and knowledge
Demonstrable knowledge and understanding of:
- Operate in a fast-paced environment
- Understand and lead operations in a humanitarian context at community level in southern Lebanon.
- Understand local laws in Lebanon relating to children’s rights and their living conditions
- Follow Global minimum standards, including the IASC Guidelines, Child Protection Minimum Standards, WHO and UNFPA guidance, and Protection principles.
- Adhere to Plan International’s Child Safeguarding Policy, Code of Conduct/Prevention of Sexual Abuse & Exploitation (PSEA), and other relevant humanitarian standards and policies.
Qualifications and Experience
- Minimum 5 years of experience working in a humanitarian context
- Minimum 5 years of experience working in Child Protection and/or Basic Assistance programming.
- Minimum 5 years of experience working in project coordination, management and monitoring.
- Bachelor degree (master’s degree is an asset) in social work, psychology, sociology, international relations or any other related field

- Flexible work arrangement which requires travel to the South and Nabatiyeh, including some overnight stays if needed.

- In-country travel is estimated at 50%.
