Project Director, EPA Environmental Justice Thriving Communities Grantmaking Program (EJ TCGM) Location: Arkansas, Oklahoma, Louisiana, New Mexico, Texas or one of the 66 Tribal Nations from Regional Geographic Area #6 Department: U.S. Programs POSITION SUMMARY Winrock is recruiting a Project Director for a three year Environmental Protection Agency (EPA) opportunity in the United States. This position is based in Little Rock, Arkansas OR remotely in Arkansas, Oklahoma, Louisiana, New Mexico, Texas or one of the 66 Tribal Nations from Regional Geographic Area #6. This project will support transformation of disadvantaged and underserved communities into healthy and thriving communities capable of addressing environmental and public health issues. The project focus is grantmaking, community outreach, and creating awareness of the availability of subgrants to disadvantaged and underserved communities. The Project Director will lead all technical, financial, and administrative aspects of the project and will be the principal link between EPA, Winrock, project partners, and other stakeholders. The Director will oversee the grant application and award process, track and report environmental justice grants, provide resources and support to communities, and collaborate with the EPA’s Office of Environmental Justice and External Civil Rights. The Program Director will be responsible for ensuring that the grantmaking process is transparent, efficient, and effective, and that the program achieves its goals of reducing barriers to federal grants application process communities face and increasing the efficiency of the awards process for environmental justice grants. The successful candidate is a visionary leader, with strong networks and a commitment to multi-stakeholder collaboration as well as representative of the communities of focus. They must have exceptional organizational and management skills as well as significant experience in federal grant programs, grant making and how to work with small community organizations. This position is contingent upon award. POSITION RESPONSIBILITIES Major Responsibilities Provide overall strategic vision, managerial and technical leadership and administrative oversight to achieve outcomes of the project Develop and implement a comprehensive, efficient grantmaking process, ensuring a reduction in application burden and barriers Oversee and be responsible for financial and administrative aspects of the project including grants and managing the budget, ensuring compliance with established Winrock accounting principles and EPA regulations Direct the project’s core team of staff, including performance and risk management, coordination, monitoring and evaluation, work planning and reporting, financial and grants management, administration and personnel management Monitor project indicators, evaluate program results, and make recommendations for improvement in project implementation Analyze project impact and challenges to adaptively manage the project to meet or exceed results Prepare annual work plans and progress reports and monitor the implementation of these plans Prepare and submit quarterly reports on the progress of activities and achievement of program results to EPA Interact directly and on a regular basis with EPA and other stakeholders Regularly meet with civil society partners and other key stakeholders to ensure progress towards activity objectives and goals Coordinate and communicate on a regular basis with Winrock’s Home Office Serve as principal liaison with EPA’s Office of Environmental Justice and External Civil Rights to ensure that the program aligns with the EPA’s goals and objectives Ensure compliance with all relevant laws, regulations, and policies. POSITION QUALIFICATIONS Education & Experience: Bachelor’s degree in environmental science, public policy, or a related field; 7+ years of experience in managing USG funded grant making projects Knowledge of federal grantmaking processes and requirements required Project experience with EPA funding strongly preferred Experience working directly with Native leaders and Tribal government strongly preferred. Experience in environmental justice, community development, or a related field Demonstrated experience with building strong community networks Computer/Technical Skills: Microsoft Suite proficiency (Outlook, Word, Excel, PowerPoint) Communication Skills: Strong speaking, presentation and written communication skills. Strong interpersonal skills, impeccable integrity and trustworthiness, and diplomatic approach to problem solving. Language: English language writing and speaking fluency. Spanish language fluency preferred. Required Travel: Travel necessary within the United States Position-Specific Skills: Candidate must be comfortable working in a flexible, high-paced environment and able to work well in teams and also independently. Ability to manage project operations and workflow effectively, to track and meet deadlines for multiple tasks. Working knowledge of Tribal land management and how EPA programs relate is preferred.
