UNOPS Horn of Africa Multi-Country Office is recruiting for this position: Project Manager to be based in Addis Ababa, Ethiopia with regular missions to the field.

Established in 2009, Horn Of Africa Multi-country office (HAMCO) sub-region currently consists of an established Operation Centre in Addis Ababa which manages a portfolio of engagements in four (4) Horn of Africa countries (Ethiopia, Djibouti, Sudan and South Sudan). HAMCO focuses on Infrastructure, Procurement, Project Management, HR and Transactional Services, and Fund Management services across a wide range of sectors including Health, Education, Agriculture, Resilient infrastructure, among others.

In response to a growing demand for UNOPS Infrastructure Service Line a number of infrastructure projects have been signed with the Government and Partners in 2023. The Project Manager is responsible for the day-to-day operations of the project(s) and provides services to the different donors, partners and beneficiaries. Project Manager acts on behalf of the Project Board to manage the project on an ongoing basis during the Implementation Stage. The main responsibility of a Project Manager is to ensure that the project outputs are delivered to agreed specifications, time, cost, quality, scope, risk and benefits. The incumbent is expected to meet the organization’s performance and delivery goals.

The Project Manager has the authority to assign; as per the Project Plan, work packages and activities to Team Managers, and approve deliverables produced under their supervision. The incumbent is responsible for using the Project Initiation Document (PID), Legal Agreement to create the Project Implementation Plan (PIP). The successful candidate will be required to establish a thorough understanding of the terms, conditions, and the respective roles and responsibilities of the partners/stakeholders, to ensure the project(s) outputs are capable of meeting the business cases for both UNOPS and the partner(s). Success of the project(s), and hence of the Project Manager, will be based on the defined Success Criteria

1. Contract type: Local Individual Contractual Agreement (IICA)
2. Contract level: LICA-10 (ICS10)
3. Contract duration: Ongoing Open-ended, subject to organizational requirements, availability of funds and satisfactory performance.

• For staff positions only, UNOPS reserves the right to appoint a candidate at a lower level than the advertised level of the post.
• For retainer contracts, you must complete a few mandatory courses ( they take around 4 hours to complete) in your own time, before providing services to UNOPS. Refreshers or new mandatory courses may be required during your contract. Please note that you will not receive any compensation for taking courses and refreshers.
