Background

Plan International is an independent development and humanitarian organization that advances children’s rights and equality for girls. Plan International has operated in Indonesia since 1969, and in 2017, Yayasan Plan International Indonesia (Plan Indonesia) was established as the national entity of Plan International in Indonesia. Plan Indonesia is currently implementing Country Strategy 5 (CS 5) covering the fiscal year 2022 to 2027, where the country’s purpose is in line with the global Plan International’s Purpose “to advance children’s rights and equality for girls.” Climate change is one of the priority programs within CS 5, where youth plays an important part in acting and leading. Supported by the Rockefeller Foundation, Plan Indonesia will deliver a youth and climate action project from May 24 – Oct 25.

The Opportunity

Through support from the Rockefeller Foundation (RF), Plan Indonesia will recruit a Project Manager who will be the key to delivering the project activities funded by RF in APAC regions (in collaboration with 5 COs). S/he will be supporting the thematic issue in the Youth-led Climate Resilience program. It consists of promoting youth leadership and action in climate change. S/he is accountable for the project output and outcome achievement and maintains good collaboration and communication with the 5 CO team and management, APAC, while externally will strongly collaborate with RF as a donor, ministries, ASEAN, UN agencies, media, and other NGOs/networks.

The project manager is responsible for supporting the growth of the program portfolio through proposal development and other supporting documents, such as case studies and lessons learned. S/he will support the influencing work to strengthen the Plan’s position in the youth and climate change networks.

Accountabilities for the role

Responsible for Managing Partnerships on Project Planning and design

  1. Support the planning and design of the project, which is in line with CS5, monitoring and evaluation framework, budget plans, and communications strategy.
  2. Develop and submit a consolidated detailed implementation plan (DIP) based on the area project-specific plans.
  3. Communicate with donors on program planning and budget.
  4. Communicate with COs and APAC team on program planning and budget.
  5. Liaise closely with country government stakeholders / ASEAN / UN to align the project planning

Program implementation in line with the project design and planning

  1. Ensuring high-quality project implementation and compliance with project design and planning. Able to provide explanation and justification to donor and COs/APAC on project quality if needed
  2. Establish a linkage project with the youth-led climate program program
  3. Monitor, manage, and coordinate the stakeholders (governments, CSOs, CC and youth networks) and COs/APAC for the provision of strategic support services
  4. Develop and implement the project scaling-up strategies as well as sustainability
  5. Support the MER team to update the monitoring mechanisms and tools for project monitoring regularly
  6. Working collaboratively with technical advisor/specialist at the CO level for cross-cutting themes such as gender, inclusion, participation, protection

Communication, Monitoring, and Reporting

  1. Conduct monitoring to target project location and facilitate discussion and coordination between donors, stakeholders, and program participants.
  2. Maintain communication with Programme Manager GRDPHR, YLCR, RS, and team on project planning and implementation.
  3. Monitor project progress (outcomes and results) using a monitoring dashboard and expenditure regularly (monthly, quarterly, annual, or as needed)
  4. Prepare progress reports for the internal Plan every quarter and on other bases if needed
  5. Prepare informative and high-quality donor reports
  6. Develop and maintain the SAP system, PMERL YODA, and any other applicable platform for project and program
  7. Collaborate with the communications team to implement the climate change communications strategy, both internal Plan and external parties
  8. Develop and implement project’s influencing strategy and planning at the national and regional level for youth leadership in climate change
  9. Represent the Plan in relevant networks meeting

Networks, partnership, and Learning

  1. Establish external networks in climate change and youth to strengthen the implementation of the project, exchange experiences, and scale up program implementation
  2. Maintaining high-quality relationships with stakeholders, ASEAN, APAC, COs, as well as reviewing reports and indicators
  3. Facilitate the learning process of internal development at the regional and national level
  4. Develop project documentation showing learning and best practices that emerged during project implementation
  5. Seek innovation and put in place improved learning practices within and outside the program

Requirements for the role:

Essential

  • Bachelor’s degree in Social Welfare/Humanitarian/Climate Change/Environmental Science/Community Development/other relevant field
  • At least 5 years of experience working on project management
  • Experience working with donors, i.e., European Union, Government donors, World Bank, USAID, private donors, and UN agencies.
  • Experience managing project implementation, delivering on obligations, and having a sound awareness of donor requirements and priorities.
  • Experience in capacity building for local CSOs, Experience in representational roles
  • Good understanding of climate change concepts and practices
  • Experience in working with and managing a team, including youth member
  • Good analytical skills, well informed about methods to capture change/results of project implementation
  • Skill in a diversity of partnerships, NGOs, research, and government
  • Demonstrated experience working with governments closely and effectively.
  • Strong cross-cultural skills and a demonstrated ability to influence change without direct authority and to work successfully with farmers and professionals
  • Financial and budgeting skills; fluent in speaking and writing English
  • Good interpersonal communication and facilitation skills for mentoring and knowledge-sharing
  • Possess good judgment in dealing with conflict
  • Able to work both in a team and independently with minimum supervision
  • Ability to work to tight deadlines, under pressure, and to multi-task
  • Commitment to child rights and CCCD (child-centered community development) implementation

Desirable

  • Master in Social Welfare/Environmental Science/Community Development/others relevant field
  • Over 5 years of experience working on project management
  • Experience in working on policy and advocacy project
  • Knowledge of IT-based/digital project implementation

Location: The duty station is in Jakarta with frequent attendance to the Plan Indonesia Jakarta Office. Office environment is an open space with a shared table and locker. Very rare travel to the field. During COVID-19 pandemic, mostly worked from home until further notice from the office.

Type of Role: 18 months Fixed term contract (PKWT)
