UNEP Country Office in Brazil is a key development partner of the Brazilian government and supports national and sub-national public and private sector institutions and civil society to achieve a more sustainable and inclusive society by creating a new relationship between people and nature, and between economic growth and environmental sustainability. The GEF-7 CITinova II Project – “Promoting Integrated Metropolitan Planning and Innovative Investments in Urban Technologies in Brazil” is funded by the Global Environment Facility (GEF). It was signed by the Brazilian Cooperation Agency (ABC), the Ministry of Science, Technology, and Innovation (MCTI) and the United Nations Environment Program (UNEP). UNEP HQ, through the Economy Division and the Ecosystem Division, is the implementing agency for the project “Promoting integrated metropolitan planning and innovative urban technology investments in Brazil” (CITinova II). The Global Environment Facility (GEF) provides funding to a total of more than US$ 12.5 million. The Ministry of Science, Technology, and Innovation (MCTI) is the national executing partner, and as such, the institution responsible for overseeing the project activities as foreseen in the Project Document. MCTI nominates a National Director and a National Coordinator, who are responsible for the general supervision of the project activities, which will be carried out, in a decentralized manner, by the co-executing partners – The United Nations Environmental Program Brazil (UNEP-BR) and the Brazilian Biodiversity Fund (FUNBIO) in three pilot metropolitan regions in Brazil. These are: (1) Belém Metropolitan Region, (2) Florianópolis Metropolitan Region, and (3) Integrated Development Region of Teresina. The CITinova II Metropolitan Regions integrate the UrbanShift program. UrbanShift is the brand name of the Global Environment Facility’s Sustainable Cities Impact Program. It is led by the UN Environment Programme and implemented in partnership with the World Resources Institute, C40 Cities, ICLEI – Local Governments for Sustainability, the UN Development Programme, the World Bank and the Asian Development Bank. The program supports more than 23 cities in 9 countries and focuses on integrated urban planning, low-carbon infrastructure, sustainable waste management and nature-based solutions for urban sustainability. UrbanShift brings together global, national, and local stakeholders, and engages with city-based organizations and the private sector to work towards common sustainability visions. The Project Manager will work in close collaboration with the MCTI National Directorate, UNEP Implementing Agency team, co-executing partners as well as other stakeholders. The Project Manager will work with administrative unit of the UNEP Brazil office and will be stationed at the headquarters of the Brazilian Ministry of Science, Technology, and Innovation in Brasilia. The incumbent will work at the headquarters of Brazilian Ministry of Science, Technology, and Innovation, in Brasília, under the supervision of UNEP Brazil Office Representative, from Monday to Friday, 40 hours per week on a full-time basis. Under the supervision of the UNEP Brazil Office Representative and in collaboration with MCTI National Director, the tasks and responsibilities of the Project Manager Project Manager and Urban Planning Specialist Consultant will include: Project coordination • Establish working procedures and workflows between MCTI, the Implementing Agency and co-executing partners to ensure that project implementation is carried out according to the project design. • Provide technical input to outputs and outcomes and ensure that outputs are delivered and outcomes achieved within the approved timeframe and budget. • Facilitate regular communication with relevant ministries, governmental agencies, co-finance partners, Project Steering Committee members, Advisory Group of Specialists, members of ad-hoc technical working groups and all other key stakeholders. • Organize and facilitate the inception workshop, project steering committee meetings and other project meetings. • Coordinate the work of the Communication Agency and manage project knowledge, including dissemination of materials through the project’s website and other channels. • Undertake timely reporting to the National Project Director and the Implementing Agency as per the Monitoring & Evaluation Plan and the project cooperation agreement requirements. • Contribute to the preparation and revisions of annual work plans and budget revisions and update of Procurement Plans, as required. • Monitors and reports on compliance with the project’s social and environmental safeguards (SRIF form), including close monitoring of working conditions. • Identify risks, contribute to the preparation of mitigation strategies and supervise the implementation of mitigation measures. • Track project achievements against the Results Framework, Core Indicator worksheet and Gender Action Plan. • In cooperation with the UNEP Task Managers, provide guidance to co-executing partners with regard to project execution and reporting of expenditures to ensure compliance with UNEP-GEF procedures, rules and regulations. • Hold regular meetings with the co-executing partners and their teams to follow and provide input to the implementation of project activities and the execution of the work plans. • Contribute to and oversee the preparation of technical terms of reference by the co-executing partners Reporting • Provide input to, consolidate, prepare technical notes and submit all project financial and technical reports and other related documentation required by UNEP/GEF, to the Task Managers and the Executing Partner (MCTI), as follows: i. Collaborate with the co-executing partners in preparing all quarterly financial reports. ii. Provide guidance to co-executing partners on conducting project revisions, including budget revisions. Receive documents from the partners and submit them for approval. iii. Collaborate with the co-executing partners in the preparation of their Final Expenditure Reports. iv. Annual co-financing reports: prepare a consolidated annual co-financing report for the project showing amount of cash and in-kind co-financing realized, based on inputs provided by co-executing partners. Coordinate and contribute with the co-executing partners in the preparation of all co-executing partners annual co-financing reports. v. Cash advance requests: provide guidance to co-executing partners and review their cash-advance requests. • Coordinate with co-executing partners and guide them to elaborate all project progress reports required by UNEP/GEF. Revise and consolidate these reports. Assure that the co-executing partners submit their reports in a timely manner. Prepare technical notes of the reports for the consideration and approval by the Executing Partner (MCTI). Submit all approved reports to the Task Managers and the Executing Partner (MCTI). Reports include: − Half-yearly Progress Report for the period 1 July – 31 December for each project year. − Project Implementation Review (PIR) report for the period 1 July – 30 June for each project year. The PIR report shall be accepted as the Half-yearly Progress Report for the period 1 January – 30 June. • Prepare a consolidated Final Report for the overall project within 3 months of the project completion. Elaborate a list of outputs detailing the activities executed under the project, lessons learned and any recommendations to ensure the sustainability of project results and improve the efficiency of similar activities in the future. • Facilitate the Terminal Evaluation process. • Revise the bi-annual workplans prepared by the co-executing partners and submit them for the approval of the responsible parties at UNEP and Executing Partner (MCTI), as well as to the Project Steering Committee, when applicable. • Prepare summarized progress reports and/or management reports for the Executing Partner (MCTI), when requested. • Ensure that project documents, meeting reports and records are properly filed and shared will all project stakeholders, including MCTI and UNEP Implementing Agency team. • Provide quarterly information to MCTI to include in SIGAP in compliance with ABC rules. Project meetings and travel • Participate in workshops, seminars, meetings, and other events related to the project´s objectives, when requested. Monitoring and Progress Controls • Evaluate project reporting progress by partners and identify ways to improve project reporting. • Evaluate the reporting procedures and indicate ways to improve them, map bottlenecks and suggest changes in the project flows and procedures through biannual reports. • Consolidate information provided by the co-executing partners to ensure that GEF-related reports are delivered according to the GEF specifications and deadlines.
Qualifications/special skills
ACADEMIC: − Bachelor’s degree in architecture, urban planning, sustainable development, urban mobility and transportation planning, climate resilience and adaptation, smart cities and digital urban solutions, environmental and landscape planning, project management or related field is required. − Post graduation course or master’s degree in urban planning or related field is desirable. PROFESSIONAL: − Three (3 ) years of professional experience in urban planning and/or project management is required. − Demonstrated experience working with national governments is desirable. − Experience in the development, planning, implementation, monitoring, and reporting of programs is desirable. − Experience working in gender issues and knowledge of relevant gender issues in Brazilian cities is desirable. − Experience in urban planning and governance at the metropolitan scale is desirable.
