Building Resilient Communities in Somalia (BRCiS) is a consortium of national and international organizations whose objective is to support and guide vulnerable communities in Somalia in building their resilience capacities, in their own ways. General Responsibilities
- Ensure that BRCiS Members and the CMU comply with contractual commitments and BRCiS programme quality standards throughout the implementation of BRCiS III.
- Oversee/lead all activities assigned to CMU within the BRCiS III project workplan, including coordination with and contractual management – in collaboration with CMU Finance and NRC Somalia Logistics – of external technical partners and consultants.
- Throughout project inception phase collaborate with BRCiS Chief of Party, CMU Programme Manager, other CMU teammates, and BRCiS Members on the finalization of strategies for localization, learning, and advocacy/influencing, accepting responsibilities as assigned within the implementation of finalized strategies.
- Contribute to donor relationship management by attending routine and ad-hoc donor meetings and coordinating with Members to prepare necessary updates, the BRCiS III CMU Project Manager is the primary liaison between Member field teams and the donor.
- Support the BRCiS CMU Programme Manager and CMU MEAL Manager as requested in establishing, monitoring, and supporting adaptive management actions through the BRCiS III Technical Workstreams (Inclusive, Shock Responsive Leadership; Ecosystem Restoration; and Economic Inclusion and Diversification) led by respective Member co-leads.
- Manage and expand positive and trusting relationships with Consortium Members that foster professional development, programme ownership and decision-making of project staff in order to reach greater programme impacts.
- Works closely with the CMU Communications Officer and NRC Somalia Communications and Advocacy team on providing programme content for all media publications and to develop and disseminate technical-advocacy pieces to donors and external stakeholders.
- Facilitates learning through reviews of progress against bench marks, collecting lessons learnt and best practices and facilitating dissemination of the same across the consortium, Member agencies, and external stakeholders.
- When requested by the Chief of Party and/or CMU Programme Manager, represent BRCiS or the BRCiS III project in strategic external engagements including webinars, workshops, and other fora.
Specific responsibilities
- Lead high quality, timely donor reporting including by developing/preparing templates, maintaining a regular schedule of reporting, reviewing Member report submissions for completion and quality, generating narrative report content for CMU-led activities, and consolidating final narrative reports into a coherent narrative.
- Facilitate all crisis modification processes (red-flagging, application for funds, application review/approval, modification of project documentation) in collaboration with relevant Member focal points and CMU department representatives and in alignment with the BRCiS III Early Warning, Early Action Framework – to be finalized during the project inception phase through the Inclusive, Shock Responsive Leadership Workstream under which Concern Worldwide is co-leading on EWEA.
- Collaborate with BRCiS Member focal points for downstream implementing partner capacity strengthening, ensuring adherence to BRCiS minimum standards for capacity strengthening and identifying opportunities for cross-consortium capacity strengthening
- Takes lead in coordinating revisions of logframe and budget as necessary and in collaboration with CMU departments and Members.
- Takes the lead in identifying and documenting best practices, lessons learnt and relevant human-interest stories for publication and dissemination
Professional competencies:
- Applicable degree in international relations, business, economics or related field.
- 5 years’ experience in humanitarian/development aid in complex and/or insecure environments, preferably in East/Horn of Africa.
- Demonstrable experience with resilience programming and/or measurement, past experience implementing BRCiS projects would be an advantage.
- Excellent report and proposal writing skills in English language, including synthesis and elaboration of qualitative and quantitative inputs/data (compilation of reports alone is not adequate).
- Excellent English language communication skills – negotiation, networking, influencing, public speaking and facilitating workshops at different levels.
- Ability to work closely with field based national staff and experience in various staff training and development approaches
- Strong planning, monitoring and organizational skills with good knowledge of the use of logical and result-based monitoring and evaluation frameworks;
- Ability to write high quality concept notes and technical sections for donor proposals
Context/Specific skills, knowledge and experience:
- Knowledge of the context of Somalia
- Experience from working in complex and volatile contexts, multi-country disaster preparedness, response and recovery programming.
- Experience with project development
- Experience with Consortium coordination
- Experience in resource mobilisation and working with various donors and conversant with their technical frameworks and strategies
