Project Manager (EpiC: Latin & Central America)

Meeting Targets and Maintaining Epidemic Control (EpiC), an eight-year global project funded by the U.S. Agency for International Development (USAID), is dedicated to achieving and maintaining HIV epidemic control and responding to global health security needs. For HIV, the project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. EpiC’s four main objectives are to:

  • Attain and maintain HIV epidemic control among at-risk adult men, women, and priority populations.
  • Attain and maintain HIV epidemic control among key populations (KPs).
  • Improve program management, health information systems, human resources for health (HRH), and financial systems to attain and maintain epidemic control.
  • Support the transition of direct funding and implementation to capable local partners in order to meet PEPFAR’s goal of providing 70 percent of its funding to local partners by 2020.

The Project Manager (Spanish) is responsible for providing program management support to an assigned portfolio of Spanish-speaking countries in the Latin America and Caribbean region. The successful candidate will serve as the main point of contact on ~five EpiC country programs and supervise program staff. The candidate will lead project start-up, workplan and budget development (in collaboration with technical and finance staff), subgrant development and review, compliance and programmatic monitoring and close-out; liaise with project offices related to program management and execution; ensure compliance with internal and external regulations; ensure completion of program while adhering to budget, scope, and schedule requirements; develop/review work plans, budgets, subgrant documents, environmental mitigation and monitoring plans, team operating agreements, and USAID waivers; prepare presentations and support other related program objectives and deliverables.

Job Summary:

Plans, executes, and finalizes projects according to strict deadlines and within budget. Acquires resources and coordinates the efforts of team members and external clients to deliver projects according to plan. Manages and defines the project’s objectives and oversees quality control throughout the completion of the project(s) life cycle. Creates work plans based on goals, targets, and implements evidence-based interventions in one or more multi-sector areas, as well as modern technologies and practices. Collaborates with other sectors to integrate work plans, budgets, and multi-sector interventions, which are essential for the success and sustainability of the project.

Accountabilities:

  • Provide support to program management including development of annual field support workplans, ensuring smooth program implementation in the field, track performance against project timelines, budget, objectives, and deliverables.
  • Serve as point of contact and interacting independently with EpiC field-based colleagues and USAID/mission contacts (as required), using good judgment to monitor and address issues in a timely manner, and keeping senior project management apprised of activity progress.
  • Coordinate biweekly or monthly calls with country offices, and quarterly review calls.
  • Provide support to the Country/Regional Project Lead to respond to USAID mission requests
  • Identify issues/risks and escalates to EpiC Project Director as needed
  • For TA countries, communicate with USAID mission as needed, keeping technical and M&E backstops in the loop
  • Build capacity of field staff in subawards and other FHI processes
  • Coordinate technical assistance in finance, M&E and technical issues as needed
  • Provide input to overall staffing structure and budgeting of staff, support hiring and orientation of field staff, support country lead with HR issues including performance issues, salary and benefits, etc.
  • Recruit consultants following FHI procedures, negotiate daily rates and number of days, oversee consultancy agreements
  • Work with Finance Manager and country team on overall FS budget and budget monitoring
  • Draft and submit high quality program subawards (subcontracts, purchase orders, sub-award, consultant agreements, etc.) in a timely manner
  • Lead the start-up of new countries and coordinate project close-out
  • Assist with the preparation of project deliverables (including reports, EMMPs, etc.) and documenting program activities and deliverables for assigned portfolio or country programs.
  • Respond to programmatic, financial, administrative, and logistics needs and requirements generated from EpiC leadership, and act as primary point of contact for select countries.
  • Coordinate the provision of technical and management support to established country programs to ensure timely achievement of project objectives and deliverables, e.g. managing employee and consultant hiring process including recruitment, interviewing, and development of solicitations and scopes of work.
  • Ensure compliance with FHI 360 procurement and financial reporting procedures by field-based programs and serving as a resource to field finance and administrative staff on procurement and payment procedures.
  • Serve as the liaison for internal units, such as Accounting, Travel, Contracts, Business Services, and others.
  • Maintain and update project tracking sheets for deliverables, contracts, and accruals, as well as maintaining relevant project files.

Supervision Given/Received:

  • Manages staff and external project members to achieve goals and vision of project from initiation to completion.
  • Coordinates project plans, budgets, training, and resources with management to achieve strategic goals.

Education:

  • Bachelor’s Degree (Masters preferred) or its International Equivalent in Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Gender, Public Health, Nutrition, Research, Technology and Youth or a Related Fields.
  • Project Management (PM) Certification preferred.

Experience:

  • Typically requires a minimum of 8+ years of relevant experience with projects management principles and practices, cross-cultural communications, US Government rules and regulations, and 2+ years of line management experience required.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
  • International or domestic (US) program development or project management preferred.

  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • 10% – 25%

The expected hiring salary range for this role is listed below. FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.

Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

Hiring Salary Range: $80,000 – $107,000
