Project Manager for Climate Resilience Project in Central Asia

The Kyrgyz Republic became a member of GGGI in 2020. Since then, the Government of the Kyrgyz Republic has signed a Host Country Agreement with GGGI, and two Memorandums of Understanding (MOU) for GGGI to cooperate with the Ministry of Economy and Commerce and Ministry of Natural Resources, Ecology and Technical Supervision.

GGGI is expected to sign a grant agreement with the Ministry of Environment of the Republic of Korea, for a project titled “Strengthening Climate Resilience through the Introduction of Innovative Smart Techniques in Flood and Drought Management in Central Asia” (the “Project”) which will focus on landslide and flood prevention measures. The GGGI is seeking a highly experienced Project Manager with experience in climate smart technology transfer and innovative smart techniques in flood management to support implementation of this project.

POSITION SUMMARY

The overall objective of the Project is to strengthen the climate and disaster resilience of people and communities in vulnerable regions of the Kyrgyz Republic and Uzbekistan through integrated and effective landslide and flood management techniques. Reporting to the Asia Regional Office, the Project Manager will be responsible for leading the design and implementation of climate-resilient practices in water-related disaster risk management and for supporting the development of enabling investment frameworks and green financing mechanisms.

PURPOSE
  • Leads, manages and oversees the overall project implementation including budget management, staff recruitment and management, risk management, MEL, donor reporting, stakeholder liaison and consortium partner management related to this project
  • Leads management of the design, adaptation, implementation of, and provides technical inputs to support the development of climate-resilient water-related disaster risk management climate smart technology transfers and pilot projects, such as development of early warning systems, smart water gates and pumps, as well as supporting development of low-carbon and innovative smart technologies and international best practices for water-related disaster risk management.
  • Leads management of the design, adaptation, implementation of, and provides technical inputs to support the development of financial, technical, and social analyses of water-related disaster risk management using innovative smart techniques to determine the feasibility of selected climate-resilient pilot interventions (with 1 pilot project of water gates and pumps and 3 early warning systems installed in the Kyrgyz Republic, with potential 1 pilot expansion to be identified for Uzbekistan).
  • Leads management of the design, adaptation, implementation of, and provides technical inputs to support the development of the assessment of green local employment opportunities in prioritized green investment projects in the affected regions of the Kyrgyz Republic.
  • Leads management of the design, adaptation, implementation of, and provides technical inputs to support the development of a risk profile for disaster-related human security risks, focusing on water-related disaster risk management.
  • Provides technical inputs for the development of functional and economic innovative smart technology transfer and techniques for water-related disaster risk management.
  • Supports data collection for the project baseline assessment for the project assessment of impact, and supports prioritization of green investments mobilization.
  • Leads the relationship management and monitoring of the consortium partners’ deliverables and inputs to the implementation of the project.
ENGAGEMENT
  • Collaborates with GGGI colleagues in the Country Office and HQ on project-related matters to enable the delivery of high-quality products in accordance with GGGI standards.
  • Leads stakeholder engagement for the implementation of the Project.
  • Creates and maintains a network of suppliers of flood prevention innovative technologies and products, including accredited Korean suppliers.
  • Oversees the design and implementation of capacity-building and water-related disaster risk management focusing on livelihoods for communities in disaster-affected areas.
  • Leads key stakeholders’ consultation and validation for the integration/adaptation of selected climate-resilient Flood and Drought Management techniques through introduction of Innovative Smart Techniques in the affected region.
  • Leads and/or supports in organizing events and sessions between stakeholders, communities, policymakers, and enabling institutions, including potential investors (including Korean investors), facilitating in-depth and effective stakeholder dialogue between multiple parties.
  • Leads and/or supports in developing and fostering strong relationships with key government counterparts, key private sector institutions, relevant academic institutions, and other key stakeholders.
DELIVERY
  • Leads activities, exchanges information with, and provides technical advice to the relevant Country representatives and Asia Regional Office to contribute to the achievement of overall project objectives.
  • Conducts financial, technical, and social analyses to determine the feasibility of interventions proposed, including capitals’ valuation reports.
  • Supports the selection of Innovative Smart Technologies and techniques to address water-related disaster risk management.
  • Leads capacity building on climate resilience and disaster risk management focusing on water-related disasters and innovative smart technologies and solutions.
  • Supports the development of CRGG and CRVA analysis reports, validating the effectiveness of the selected climate-resilient and innovative smart techniques.
  • Oversees the installation of three early warning systems and one smart water gate/pump in the Kyrgyz Republic, and identify potential replication into Uzbekistan, including related construction work.
  • Develops technical and communication materials, supports efforts to enhance dialogue among stakeholders, and disseminates lessons learned with GGGI staff, government partners, donors, and other key stakeholders.
REQUIREMENTS
QUALIFICATIONS
  • Post-graduate education (or equivalent professional experience) in the field of management (such as water-related climate risk management), engineering, innovative climate smart technology transfer, economics, green finance, environmental economics, or another related subject.
  • A minimum of 7 years of relevant post-graduate professional experience
  • A minimum of 2 years of international experience living and working outside of home country
  • Experience in project cycle management is necessary
  • Demonstrated experience in successful new and innovative project development in developing countries and ODA project implementation.
  • Full familiarity with Korea’s innovative climate smart technology and techniques and relevant policy measures is required.
  • Experience working with Korean and other consultants, donors and organizations (such as experience working with KOICA and other Korean ODA provider institutions, for potential scale-up funding mobilization) is required.
  • Strong knowledge of and at least 3 years of relevant experience in managing Korean government funded projects is necessary. Hands on experience in preparing written reports to the Korean government ministries and agencies in the formats and templates acceptable to them, is required.
  • Experience in preparing at least 2 funding proposals for submission to Korean government ministries and agencies is necessary.
  • Experience in engaging with multiple stakeholders, including financial institutions, government institutions, NGOs, civil society, and others, would be an advantage.
  • Excellent fluency in English and Korean, both written and verbal.
  • Preferred: Advanced proficiency in both written and verbal Russian is an advantage.
FUNCTIONAL
  • Experience in feasibility assessments, innovative climate smart green technologies and techniques, and water-related disaster management.
  • Familiarity with green growth in the context of developing countries and the development of marketable and bankable projects.
  • Experience in working with the private sector as well as in sustainable finance to play a role in advancing green growth and strengthening resilience.
  • In-depth knowledge of natural, social, human, and financial capital and indicators for the quantification of their benefits.
  • Experience and in-depth knowledge in relevant baseline assessments, econometrics, accounting, scenario development, and cost-benefit analyses.
  • Ability to manage and model data and present it in a comprehensive way, utilizing statistical tools.
  • Experience and in-depth knowledge in utilization of Results-based Project Management tools, project planning and ERP reporting systems, including recruitment and overseeing implementation of HR/consultant/commercial procurements.
  • Experience in supporting effective partnership development and leading management with national and sub-national governments,
  • Experience in oversight of project budgetary planning and financial reporting.
  • Experience in leading drafting of donor, government and internal project reporting.
  • Experience in business model development in developing countries is an advantage.
