To deliver on our commitment to protect people and promote equality we are seeking an engaged, proactive and experienced Operational Manager to lead our project teams on protection and gender and to further develop the portfolio.

We are seeking our next Project Manager to join our dynamic team at our head office in Oslo.

The Project Manager is responsible for ensuring that a project/programme delivers NORCAP’S commitments to donors and partners within the approved project/programme mandate and strategy, and internal policies and procedures.

Within the team structure the Project Manager resources will be allocated to various teams across the department.

Specific responsibilities:  

  • Project management: Responsible for planning, delegating, monitoring and control of the project/programme to achieve the objectives within the following parameters: time, cost, quality, scope, benefits, and risk. Manage the project/programme, taking responsibility for overall progress and use of resources and initiating corrective action when necessary.
  • Budget holder responsibility with an overview and administration of grants agreements relevant to the project/programme and for timely, high-quality narrative and financial reporting to donors, including audits, as per their requirements.
  • Grants management: Overseeing and quality assuring donor compliance.
  • Legal framework for projects/programmes: Ensure the development of partner agreements in line with NORCAP standards.
  • Risk & compliance: Ensure that risk assessment of the project/programme is carried out and mitigation actions are tracked, in close collaboration with other team members. Ensure project/programme compliance and adherence to NORCAP and NRC policies, procedures, strategy, and branding
  • Ensure that the selected projects/programmes are following the NORCAP Project Playbook and Cycles, and all other relevant NORCAP/NRC policies.
  • Ensure effective communication to the donor of progress, results, and impact, in close collaboration with the Thematic Manager.

Critical interfaces 

By interfaces, NRC means processes, projects and programmes that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Grants management and donor agreements: liaison with Institutional Partnership Advisers in NRC Partnerships and Policy Department (PnP)
  • Finance: Governance and Finance section (NORCAP)
  • Relevant thematic and project teams in the NORCAP Department
  • Thematic manager
  • Deployment adviser
  • Other Project Managers
  • Other projects/programmes and strategic teams
  • Master’s degree in relevant field (social science, development studies or equivalent)
  • Minimum of 7 years of relevant experience within the humanitarian, development, or peacebuilding sectors
  • Minimum of 5 years of experience in Project Management, Results Based Project Management and preferably holder of a project management certification (Prince2 or similar)
  • Previous experience from protection programming and particularly of proactive protection would be highly valued.
  • Experience in grants management and donor compliance including financial and narrative reporting to donors, and maintaining and developing partner and donor relations
  • Experience from working with UN and/or an NGO in the field is an asset Good interpersonal and communications skills
  • Fluency and proficiency in English is required, and professional-level proficiency in Norwegian is desired. Professional-level skills in French, Spanish, and/or Arabic are an asset.
