Duties and Responsibilities
BACKGROUND UNRWA provides free basic education to over 540,000 Palestine refugee children in 706 schools across five Fields in Gaza, West Bank, Lebanon, Syria and Jordan. The Agency also operates eight vocational training centres and two educational science faculties for nearly 10,000 young people. At the heart of the UNRWA education programme is a strong commitment to quality, inclusive, and equitable education. Through its Education in Emergencies (EiE) programme, UNRWA helps to ensure that Palestine refugee children across Gaza, Jordan, Lebanon, Syria and the West Bank can continue to access their right to quality, inclusive and equitable education, even in times of crisis and conflict. With the increasingly volatile situation in the region – the conflict in Gaza, the protracted emergency in Syria, the ongoing occupation in the West Bank, and the deteriorating situation in Lebanon – the delivery of education to Palestine refugees living in areas of crisis is a continuous challenge. Working in a context of protracted and complex crises through a multi-strand Education in Emergencies (EiE) approach that considers educational, psychosocial, survival and recreational needs of UNRWA students. In this context, UNRWA HQA Amman has received a grant of 2.5 million euros through the Government of Belgium in support of its EiE programme (October 2023 – April 2025). This is the fifth phase of a regional EiE programme which aims to improve access of Palestine refugee children to safe and secure learning environments, where psychosocial support is provided and where the community is engaged. DESCRIPTION OF DUTIES AND RESPONSIBILITIES a. Manage the different strands of the EiE projects, in line with the project agreement. b. Develop and update project implementation/work plans. c. Monitor and evaluate the performance of the project in HQ and the Fields. d. Prepare annual and ad-hoc narrative progress reports on the project, and specifically for the donor. e. Follow up on the implementation of the visibility plan for the project and develop visibility and advocacy materials for a range of stakeholders. f. Facilitate planning and review meetings with the Fields. g. Manage the budget, including planning, preparing and monitoring annual budgets, keeping accurate and up-to-date accounts and records of the receipts and expenditures of the programme, complying with the financial regulations of the donor and reporting financial records to the donor. h. Perform such other duties as may be assigned.
Qualifications/special skills
MINIMUM QUALIFICATIONS AND EXPERIENCE a. Masters University degree in development, management, education or related fields. b. Minimum of 5 years of professional experience in project management in complex emergency contexts. c. Experience with education related projects. d. Working experience in the Middle East would be an asset. e. Fluency in English, both written and oral. f. Knowledge of Arabic is an advantage. Proficiency in computer applications including word processing, spreadsheets and databases.
Languages
Fluency in English, both written and oral.

CONDITIONS OF SERVICE • The duration of the consultancy is from 1 August 2024 till 31 October 2025, with possible extension depending on needs. • Remuneration for this consultancy will be equivalent to P3 level. • The consultancy is based in HQ Amman
