THE OPPORTUNITY

Plan International is looking to recruit a Project Manager to execute its Standing Strong Together Project. This position requires strong project management, planning, budgeting, analytical, communication, and team building skills to be able to perform to the expected standards. She/he will work with the programmes team in delivering high quality activities in compliance with the best practices outlined in the project proposal and the Country Strategy. She/he will coordinate with consortium partners including Plan International Netherlands and the private sector. She/he will lead in engaging with project stakeholders including government agencies and liaise with the respective technical specialists of Plan International Ghana to ensure effective integration of Plan Ghana’s programmes. She/he will supervise and manage the performance of other project staff.

DIMENSIONS OF THE ROLE

The Stronger Together pilot project aims to create a cleaner and healthier living environment and working conditions for local communities, built on and strengthen a bio-circular economy waste-to-energy business model to sustainable sanitation management in low-income urban communities in Ghana.

For this project Plan Ghana will work together with Safisana, which is a Waste-to-Resource management company located in Ashaiman, near Accra. The company will be closely involved during the whole implementation of the project.

The project is based on three main objectives:

 

Social – To improve sanitation of non-sewered low-income urban communities: Work directly with communities with focus on young people, to increase access to safe and affordable sanitation and waste treatment, to increase the use the of paid sanitation services and to reduce open defecation practices.

Environment – To Create value from waste: Recycle faecal and organic waste into valuable products such as biogas, electricity and organic fertilizer contributing to the production of clean energy and reducing environmental pollution. This will also seek to increase community and government awareness on waste management/ segregation, waste-to-value creation, circular economy model to waste management, environmental pollution and climate change.

Economic – To create livelihoods and economic opportunities – To provide skills training, mentoring and coaching for young people to prepare them for engaging in social business and/or the adoption of circular economy model for sanitation and waste management.

SCOPE OF DUTIES

The Project Manager will be responsible for the following:

  • Overall project management including leading the project team, implementing, planning and monitoring the progress and achievement of targets, finance, quality control, evaluation and closure.
  • Ensure the project delivers high quality programming that is in compliance with best practice as outlined in the project proposal, Plan International Ghana Country Strategic and relevant Ghana government guidelines and policies.
  • Ensure project results are achieved and reported on through the project’s Monitoring and Evaluation (M&E) system of Plan Ghana.
  • Manage the financial, logistical and reporting aspects assuring compliance with Plan and donor reporting requirements.
  • Coordinate with partners in the consortium including Plan Office in the Netherlands and private sector partner.
  • Employ Building Better Partnership Principles in the relationship with relevant stakeholders in project planning, implementation , monitoring, evaluation and reporting for effective linkages
  • Actively engage with stakeholders and government agencies involved in the project implementation and formal protection agencies in Ghana in order to promote collaborative planning towards long term sustainable solutions.
  • Support in engaging local partners for social mobilization, group formation and training
  • Liaise with other Technical Specialists of Plan Ghana to ensure effective integration of Plan Ghana’s programs.
  • Actively participate in all network meetings (both local and international) to learn and share best practices for management decision making.
  • Keep supervisors and other project staff informed of any relevant anticipated changes/developments.

Partnership and Networking

  • Establish and maintain productive collaborative relationships primarily with the relevant decentralized units and stakeholders
  • Organize and lead technical and coordination meetings between all stakeholders.

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE

The required skills and competencies for the candidate are:

  • At least 5 years of experience in project management of similar projects
  • At least first degree in water and sanitation (preferably) or any related technical field
  • Good Knowledge in project budgeting
  • Proven knowledge and experience in managing WASH and/or youth economic empowerment related projects
  • Experience in work involving marginalized or vulnerable youth and communities (desirable) in the region of implementation of the project
  • Demonstrated understanding of and commitment to children’s rights, gender equality and development issues
  • Experience working with international development organisations. Knowledge of Plan International/Plan Ghana and its work (desirable)
  • Experience in providing training (desirable)
  • Proficient in both English and local languages – Twi and / Ga, (oral)
  • Good communication, written and management skills.
  • Experience in relationship management of collaboration partners.
