OVERVIEW
The Global Green Growth Institute (GGGI) is seeking a Project Officer to support oversee the implementation of multiple projects in Vanuatu, mainly NDC PAF24-Q2-8 project, also partially contributing to the National Adaptation Plan (NAP), the Low Emissions Climate Resilient Development (LECRD) programme’s project in Vanuatu, and activities under the Regional Pacific NDC Hub project. This position will play a key role in leading project implementation, supporting cross-cutting activities, and ensuring alignment with Vanuatu’s national climate goals. The Project Officer will work closely with the GGGI team, government ministries, and key stakeholders to deliver outcomes efficiently across multiple initiatives.
POSITION SUMMARY
The Project Officer facilitates the management and implementation of assigned projects, ensuring quality and alignment with national strategies and GGGI objectives. This role requires project management expertise, strong stakeholder engagement skills, and a broad understanding of climate change, project development, and investment readiness. The Project Officer will allocate time across various projects to ensure comprehensive support and effective use of resources, overseeing a hybrid team of consultants and GGGI staff, including administrative personnel and experts from GGGI’s country and regional teams.
PURPOSE
Reporting to the Vanuatu Deputy Country Representative, the Project Officer supports the implementation, coordination, and technical oversight of projects within the Vanuatu Country Program. Key responsibilities include managing project activities, planning, and budget tracking to ensure on-time, within budget completion of deliverables. The Officer will develop work plans, coordinate with sector specialists for technical reviews, and oversee consultants. Additional duties include preparing technical documents to meet national and international standards, collaborating with the Monitoring, Evaluation and Learning (MEL) officer on monitoring and reporting, conducting capacity-building workshops for government agencies, and facilitating outreach efforts to engage development banks, donors, and private investors.
ENGAGEMENT
- Engage regularly with key government ministries, including the Ministry of Climate Change, Ministry of Finance and Economic Management, and other relevant stakeholders, to align project activities with national priorities.
- Facilitate consultations with sector stakeholders to validate project concepts and ensure alignment with national development strategies.
- Establish effective communication channels to promote collaboration between GGGI, government agencies, stakeholders, and potential investors across multiple projects.
DELIVERY
- Develop and maintain project documents aligned with Vanuatu’s national strategies for various projects (e.g., NDCP, NAP, LECRD, Regional Pacific NDC Hub).
- Coordinate project implementation, including planning, scheduling, and budget monitoring, to ensure timely and on-budget completion.
- Create detailed work plans with clear milestones and deliverables for each project.
- Coordinate with specialists and leads in GGGI’s Pacific Regional Office and Headquarters for technical support, review, and quality assurance.
- Coordinate hiring and oversee external consultants to ensure high-quality deliverables for specific project outputs.
- Prepare technical project documents aligned with national climate strategies, international and national standards, covering project descriptions, theories of change, feasibility, and financial assessments for multiple projects incorporating feedback from stakeholders.
- Ensure compliance with GGGI and donor reporting requirements through regular progress, annual, and completion reports.
- Implement a monitoring and evaluation framework with the regional MEL officer to track project objectives and assess capacity-building impact.
- Plan and deliver capacity development workshops for government agencies, focusing on resource mobilization, project management, and investment readiness.
- Lead outreach efforts by organizing strategic meetings and presentations for development banks, donors, and private investors to secure project funding.
REQUIREMENTS
QUALIFICATIONS
- Postgraduate degree in Project Management, Environmental Science, Energy Science, Climate Change, or a related field is highly desirable. Bachelor’s degree in relevant thematic areas is a must.
- At least 5 years of experience in project management and in managing multiple different projects simultaneously, ideally in climate change, sustainable development, or a related area. Proven experience in managing projects funded by international organizations or donors is preferred.
- Strong understanding of climate change adaptation and mitigation, project development processes, and NDC implementation strategies. Knowledge of Vanuatu’s government regulatory processes and system is an advantage.
- Proven experience in engaging with diverse stakeholders, including government officials, international donors, private sector actors, and local communities.

WORKING CONDITIONS
- GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
