Duties and Responsibilities
Org. Setting and Reporting This position is in the United Nations Interim Security Force for Abyei (UNISFA). The Administrative and Budget Assistant reports to the Chief of Facilities and Environmental Management primarily involves in the administrative and budgetary function of the unit. Responsibilities Within the delegated authority from the Chief of Facilities and Environmental Management Unit the Administrative and Budget Assistant will be responsible for the following duties: 1 Operations • Oversee and maintain biometric data systems for the Camp Management Services Contractor. • Analyze biometric data trends and system performance to identify gaps and enhance contractor access control policies. • Collect data from Commindware Work Orders and analyze trends to provide valuable insights for workflow improvements. • Analyze Field Report Infrastructure Management data to identify infrastructure-related patterns and improvements. • Create data visualizations to monitor water and electricity consumption trends and identify areas of potential resource savings. • Utilize data visualization tools to translate complex information into clear formats for non-technical stakeholders. • Offer data-driven recommendations to improve work order management, facilitate proactive planning, and ensure optimal resource consumption. 2 Planning • Assists with the preparation of cost estimates and budget proposals. • Assists with the review in ensuring the efficient and effective use of budgetary resources through robust monitoring of budget utilization to the approved budget. • Assists with the preparation of budget performance reports for the mission, ensuring that correct and accurate data/information is provided. • Supports the office in the preparation of the Unit’s Work Plan and ERM Risk Assessment and Register. 3 Administration • Keep records from all engineering projects, progress reports, performance reports and related purchase orders. • Supports the administration in ensuring compliance with regulations, rules and established policies and procedures. • Advises staff on relevant rules and regulations and coordinates the induction and orientation of new staff members in the section/office. • Draft correspondence and communications. • Processes incoming/outgoing interoffice memo. • Reviews and verifies that appropriate relevant supporting documents have been provided for the processing of payments for goods and services received. • Following up with other unit/sections within the mission (e.g. acquisition unit, procurement) 4 Performs other duties as assigned. Competencies Professionalism – Thorough knowledge of budget preparation, implementation and reporting with experience in contract management. The ability to analyze data from biometric attendance systems and Field Remote Infrastructure Management portal to monitor resource consumption to optimize resources management in line with the mission policies. Qualifications/special skills
• Bachelor Degree in Business Administration, Management, Engineering or any other related field. • A minimum of seven (7) years of experience in the field of administrative services, management, human resources and auditing is required. • Experience in budget preparation and WBSE implementation and reporting is required. • Understanding of UN DOS positive legacy project is essential. • Experience in analyzing data from attendance biometric systems and the use of Field Remote Infrastructure Management portal to monitor resource consumption data, applying insights to optimize facilities management operations in line with DOS environmental strategy is essential. • Experience providing logistics and supply chain support services in a volatile, conflict or post conflict environment is desirable. • Experience working with Enterprise Resource Planning systems or similar in the areas of scheduling, inventory control, procurement, and/or logistics processes is desirable.
