The French Red Cross

A major player in the social and solidarity economy, the French Red Cross runs a network of more than 600 establishments and services in the health, medical and social sectors and in training. It also runs 12 regional health and social training institutes.

Internationally, the FRC is active in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes Health and Disaster Risk Management.

In the same way as in the activities that it develops and implements in France, the French Red Cross at the international level includes all its missions in a sustainable humanitarian action plan.

This means that emergency, post-emergency, post-crisis and reconstruction activities are coordinated in order to be as effective as possible. The aim is to carry out actions with lasting effects and to enable the population to regain their full autonomy.

Our association also wants to strengthen its presence and the promotion of its priority commitments within the International Movement.

Since the military offensive launched by the Russian Federation on February 24th, 2022, Ukraine is facing a humanitarian crisis that continues to develop every day. The number of people affected by the conflict, both inside and outside Ukraine, is estimated to be 21,3 million by early 2023 (UNOCHA-HRP). While the fighting now remains mostly concentrated around the front lines, Russian air-attacks on the rest of the country continue.

Since the onset of the conflict, the International Red Cross & Red Crescent Movement has activated all its emergency response mechanisms. As the conflict is now protracted over time, Movement partners collaborate with the Ukrainian Red Cross Society (URCS) to develop long-term structuring projects that are part both of the response to the conflict and of URCS’s long-term strategy (including ONE PLAN 2023-25).

The position of Projects Manager is responsible for managing the coordination and progress of the Kharkiv Integrated project and supporting Programme Coordinator in monitoring of FA project with the URCS, which encompasses a multi-sectoral profile of Health, First Aid, Disaster Risk Reduction, strengthening capacities in Logistics, Planning, Monitoring, Evaluation, and Reporting (PMER), and possible other sectors to be developed. The Projects Manager is responsible for ensuring the monitoring and steering of the implementation and development of the project, working in partnership with the Ukrainian Red Cross Society (URCS) local regional/district branch, and contributing to the representation of the Delegation to partners.

He/she will have a project coordination role and will be responsible for ensuring the optimum implementation and monitoring of all the activities for which the FRC is responsible in the Kharkiv Integrated Project. The Projects Manager may be asked to support other projects in other regions if needed.

RESPONSIBILITIES :

Reporting to the Programme Coordinator and working closely with the other members of the French Red Cross Delegation team and partners, the Projects Manager will be responsible for:

  • Ensure strong project coordination for quality project implementation at URCS Kharkiv regional branch and FA project in Kyiv
  • PMER, Data collection, analysis and reporting
  • Liaison, representation and communication with key stakeholders e.g. URCS Regional branch, National Committee, RCRC movement partners
  • Financial and logistical monitoring of the project

The incumbent will coordinate with technically support and capacity build :

  • URCS counter parts, at National Committee and Kharkiv Branch level
  • HoD
  • Works closely with the FRC National Staff in Kharkiv.

Internal collaboration :

  • The constant technical support of and in close collaboration with GFARC
  • All the UA delegation & FRC HQ support services (finance, logistics, MEAL, technical dpt; desk)
  • Other technical delegates within the FRC Delegation in Ukraine as desired

External collaboration :

  • The URCS National Committee and Kharkiv Regional and local Branches
  • All relevant counterparts and colleagues within the RCRC Movement
  • Local authorities and other partner organisations as needed in coordination with the URCS Regional branch

Conditions of employment:

  • Type of status: expatriate
  • Type of contract: Fixed-term contract under French law
  • Salary: According to the classification of the position on the CRf grid and the experience of the candidate
  • Per diem: daily per diem which varies according to the country
  • Leave: 10 to 15 days minimum every 6 months – Airfare paid at 100% by CRF for home travel
  • Health coverage: CFE + Mutuelle MSH (covered 100%) – covered at 75% by the CRF
  • MedEvac/repatriation insurance: YES
  • Other insurances: Provident insurance (death and disability)

Experience:

  • At least 3 years’ experience in the same type of position in Project Cycle Management, humanitarian coordination
  • Experience and/or knowledge in communicating with various authorities, international and local partners
  • Experience in developing new projects
  • Experience in donor reporting and contract/grant management
  • Mastery of the project cycle and project management tools
  • Knowledge of the different humanitarian sectors
  • Mastery of the humanitarian coordination system

Skills

Mandatory job requirements

  • Experience in managing or coordinating multi-sectoral projects
  • Experience or strong knowledge and understanding of PMER, logistics and finance
  • Experience working with local partners
  • Excellent writing skills

Skills appreciated

  • Technical background in First Aid, Health, Disaster Risk Reduction, Education in Emergencies
