Org. Setting and Reporting

This post is located in the Supply Chain Management Service, within the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA). The incumbent will be based in Bangui and report to the Chief Supply Chain Management Service.

Responsibilities

Within delegated authority and under the overall supervision of Chief, Supply Chain Management, the Property Management Officer will be responsible for the following duties:

• Provide advice to the Chief of the Section on all matters related to the policy and procedures governing the management of the United Nations Property; Contribute to the development of mission-specific standing operating procedures (SOPs) and other guideline materials based on the United Nations Financial Regulations and Rules, Property Management Manual, IPSAS Policy Framework, DFS Directive on Property Management and specific guidelines and SOPs from Logistics Support Division; Act as the focal point for the Missions’ Supply chain end-to-end performance including property management issues.
• Ensure accountability and proper tracking mechanisms to conform to the organizational Supply Chain performance management framework standards and goals; Analyze and monitor the effectiveness of execution of internal control procedures in the field mission; Lead the implementation of the monitoring and control of mission, Property Management Results-Based Budgeting (RBB) index; Monitor implementation of the key management actions and meeting the organizational targets in the discipline of property management; identify and implement solutions to problematic areas to problematic areas of the Supply Chain performance and continuous improvement; Ensure that an effective support organization for the Inventory Management system and internal controls for UN property is sustained.
• Oversee activities related to reviewing and updating fixed assets register for additions and disposals, accumulated depreciation; Closing out accounts at year-end and supporting reconciliation of accounting balance of fixed assets; Preparing audit schedules relating to fixed assets, preparing financial statements and footnotes, and responding/implementing, as appropriate, in a timely manner auditors queries and/or recommendations; Ensure that activities related to maintaining fixed asset register including data entry or import of assets into the fixed asset register and review of supporting documentation are conducted timely and accurately; Ensure accuracy and completeness of fixed asset records including reconciliation of discrepancies; Undertake analysis for fixed assets on a regular basis and oversee the proper maintenance of financial records in accordance with IPSAS Policy Framework and related policies and procedures.
• Administer and supervise supply chain performance management and Business Intelligence (BI) unit activities and resources to ensure that clients’ needs are met, and that users and business needs and requirements are adequately reflected in the design, implementation of business intelligence products and user support. Design and validate mission-specific Key Performance Indicators (KPIs), dashboard, Business Intelligence reports and ensure integrated and automatic reporting solutions. Operate and improve mission’s capabilities to deliver data sourcing and harvesting, data integration and analysis, performance reporting and visualization on dashboards for situational awareness and decision making.
• Maintains dashboards for monitoring and control of Acquisition Management Section (AMS) processes; Integrates AMS analytics into main MINUSCA BI program; Produces and Rolls out Inventory Accuracy Analytics and Dashboards (link between Acquisition Plan and Warehousing activities). Facilitates the implementation and management of mission’s frameworks for measuring, controlling and directing Supply Chain end-to-end processes performance through established Key Performance Indicators

Education

Advance University degree (Master’s Degree or equivalent) in business administration, supply chain management, logistics management or related fields is required. A First level university degree with 2 additional years of experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven (7) years with a master’s degree or nine (9) nine years with a Bachelor’s degree of progressively responsible experience in property management, asset management and property control is required.

At least three (3) years of supervisory level is required.

Experience in support services, logistics and supply chain management is desirable.

Experience in Data Integration is desirable

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required and knowledge of French is desirable.
