Our continued ability to help those most in need will depend on increasing our funding and the Proposal Technical Writer will play a vital role in helping CARE realize its ambition of reaching $1B in annual revenue.

The Proposal Technical Writer supports CARE’s Education fundraising efforts writing high value, multi-sector proposals with funding from the US government. As a key member of the Resource Development Content Team and reporting to the Executive Director, the Writer will collaborate with multiple technical teams based at global and country levels to document CARE’s evidence based and impactful strategic approaches and programs, and support contextualization of these solutions to write winning proposals.

Responsibilities:

1.Technical Strategy and Operational Plan Development

oSupport sector Technical Leads in the Program Strategy and Impact Group (PSI), and subject matter experts in IPO and Innovation and Impact (I2), to develop CARE’s global technical strategy and operational plan for formal and informal education, Workforce Development, Small Medium Enterprises Development and STEM.

oConduct literature reviews on donor programmatic priorities, emerging evidence in the sector, CARE and competitor programs to inform strategy development. Engage in workshops documenting discussions, tracking open items and ensuring gaps are addressed.

2.Proposal Writing

oEngage as a key member of capture and live bid proposal design teams leading the writing for high value, multi-sector proposals. Support global and country Technical Leads to contextualize global strategy and solutions to reflect country needs and meet donor requirements. Synthesize and document proposal technical design sessions, track open items and ensure gaps are addressed. Solicit and document technical inputs from subject matter experts at global and country level.

3.Knowledge Management, Thought Leadership and Capacity Strengthening

oCollaborate with Knowledge Management and M&E teams to mine program data for learnings and contributions to evidence base. Develop communication material for internal and external thought leadership as well as capacity strengthening within the organization. Support Technical Leads to conduct staff capacity strengthening to increase knowledge of CARE technical strategies, operational plans and contextualization at country levels.

Qualifications:

  • Bachelor’s Degree in international relations,education, communications or related field with 15 years of relevant work experience supporting business development in an international development context.
  • 5+ years of demonstrated experience serving as a Lead Writer on large, USG and other major donor-funded technical proposals in development assistance in Education in Africa and Asia.
  • Proven experience and track record working in multi-sectoral, geographically dispersed proposal teams to design and write $30M+ proposals.
  • Demonstrated capability to independently manage complex processes under tight deadlines. Flexibility to travel 30-40% of time and work flexible hours.
  • Demonstrated technical subject matter knowledge of Education in international development including private sector engagement.
  • Strong communication, coordination and collaboration skills with proven experience applied in international context.
  • Strong working knowledge of MS Office, Teams and SharePoint.
