JOB DETAIL

The purpose of the Protection from Violence Specialist position is technical development of the Protection from Violence (PfV) Core Competency (CC), strategic direction and quality assurance, the CC strategy and quality control. The CC Specialist is responsible for mentoring, training and capacity building staff on CC technical capacity. The CC Specialist also has a key role in supporting NRC’s engagement towards promoting the Protection of Civilians in situations of conflict.

What you will do:

  • Develop or update in-country technical standards, guidance notes, and programming resources for Specialised services (Case Management, Individual Protection Assistance), Civilian-Self Protection, and Protection Monitoring
  • Assess training and development needs within the Protection from Violence teams; develop capacity building plan and implement the plan with the support of the Protection from Violence Managers or Coordinators, develop training materials based on relevant programme guidelines and SOPs and roll-out training on Specialised Services, Civilian Self-Protection and Protection Monitoring
  • Undertake field/onsite visits to monitor the quality of implementation, including on safe and inclusive programming; and provide technical advice, and customized and need based capacity building to field staff as necessary
  • Contribute to the establishment of functional internal and external referral mechanisms
  • Strengthen area-based coordination mechanisms, leading where relevant the coordination of the protection sector
  • Prioritize programmatic linkages with other CCs and integrated programming
  • Lead on Protection Analysis, and working very closely with Information, Counselling and Legal Assistance (ICLA), Access and Advocacy counterparts, support Country Management Team in developing the engagement strategy on the Protection of Civilians

Partnership

  • Guide Area Offices’ teams on identifying potential partners for Protection from Violence and support NRC’s collaboration with them, as relevant
  • Work closely with NRC partners to ensure quality Case Management and Protection Monitoring, as well as appropriate linkages with NRC direct programmes

Specialised Services

  • Represent NRC in the Inter-Agency Working Group on Case Management and support the development and contextualisation of interagency tools
  • Maintain strategic relationship with Thematic Case Management and Regional Advisors to receive technical support in implementation of the Specialised Services programme and ensure alignment with regional and global guidelines

Civilian Self-Protection

  • Guide Area Offices’ teams on how to identify, build relationships and capacity of relevant stakeholders at community level to engage on civilian self-protection
  • Promote innovative programming engaging networks of volunteers, local actors and civil society

Other duties as assigned by the Head of Programme.

What you will bring:

  • Minimum 5 years of experience within technical expertise area in humanitarian contexts
  • Experience working in complex and volatile contexts
  • Relevant education background in law or social sciences Documented results related to the position’s responsibilities
  • Knowledge and skills in cash-based programmes
  • Fluency in English, both written and verbal

Context/specific skills, knowledge and experience:

  • Previous experience in Ukraine or neighboring countries is an asset
  • Knowledge of Ukrainian language is an asset
  • Experience in implementing/overseeing specialised protection service delivery, including case management and Individual Protection Assistance (cash for protection)
  • Experience in implementing/overseeing Civilian self-protection programming
  • Experience in Protection Monitoring, Analysis and advocacy
  • Understanding of and experience working within the IASC humanitarian architecture. Experience representing an agency in national coordination mechanisms would be an asset.
  • Knowledge of CCCM/Site Management/Urban Displacement Out-of-Camp (UDOC programmes) and Community Engagement approaches would be an asset.

  • Contract duration: 12 months fixed term-renewable subject to performance, structure and funds availability
