Protection of Civilians is mainstreamed in all relevant aspects of the African Union Compliance
and Accountability Framework (AUCF) and an integrated system is strengthened to protect
civilians in Peace Support Operations’ environments.

Duties and Responsibilities
2.2.1. Planning and implementation: • Submit a work plan for the period of the consultancy
based on the described responsibilities and expected deliverables; • Submit a monthly report on
the progress of the work, attend team meetings and any other relevant internal United Nations
meetings and with the relevant external partners; • Submit a mid-term report and a final report.
2.2.2. Communication and coordination • Work in close collaboration with all the AUCF
Project Team members; • Ensure close coordination with relevant AU PoC partners at the HQ
and field levels and DPO DPET; • Participate in existing mechanisms and contribute to the
establishment of relevant new PoC mechanisms at the HQ and field level in the context of the
AU PSOs and the implementation of the PoC guidelines and SOPs; • Ensure that PoC related
points are mainstreamed in the AUCF project communication strategy and make sure an
emphasis is put on PoC in all communications; • Contribute to the drafting of messages that aim
at raising awareness on PoC among the TPPCs, host countries, State and non-State actors; 2.2.3.
Development of policies, guidelines and standards operating procedures • • Assess the existing
AU PoC framework, identify possible gaps and suggests actions to fill them; • Contribute to the
review, finalization and development of AU PoC policies, guidelines and SOPs; • Support AU
PSOs to develop specific context focused PoC strategies, action plans, tools and guidelines; •
Ensure the mainstreaming of PoC in all the operational and tactical frameworks and tools,
including the Concept of Operations (CONOPs) and the broader Operations Plans; • Contribute
to the development of the After-Action Review tools including the checklist, the reporting
template; • Participate in the review of the MoUs between the TPCCs and the African Union
Commission to ensure the integration of PoC concerns; • Ensure gender-responsive approaches
in all PoC related frameworks and activities. 2.2.4. Capacity-building • Take part in the capacity-building needs assessments to identify specific needs in the PoC area; • Design
training materials and handouts, and support the delivery of tailored PoC modules in
collaboration with DPO DPET, all the relevant OHCHR components, and UN, AU and other
PoC partners; • Lead / participate in the evaluation of the outputs / outcomes of capacitybuilding
activities on the performance of TPCCs and other relevant actors in protecting civilians
in the operations settings; 2.2.5. Monitoring, investigation, analysis and reporting • Remotely
monitor the PoC situation in the relevant AU PSOs in collaboration with the relevant AU
entities and OHCHR field presences where available; • Participate in AU PoC partners
coordination mechanisms to the extent possible; • Share periodic reports and updated
information on the general PoC situation and specific incidents, issues, concerns, cases and
responses in relevant AU PSOs; • Perform other related duties as required.
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in international law (human rights and humanitarian
law), political science, international relations. A first-level university degree in combination with qualifying
experience may be accepted in lieu of the advanced university degree.
A minimum of 5 years of progressively responsible experience in protection of civilians in peace operations,
human rights, humanitarian affairs, political science. Field experience in a peace operation setting is required.
Experience in developing policy, guidelines and training materials is desirable
Languages
English and French are the working languages of the UN Secretariat. Fluency in English (both oral and written) is
required; knowledge of French is highly desirable.
