Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified [Protection Officer (Case Management)]

Overall purpose of the role:

The Protection Officer (Case Management) has overall responsibility for case management and IPA individual protection assistance support in their area of operation for people with special needs.

Responsibilities:

Service Provision:

  • Supervise Protection Assistants (Case Management) including provision of technical guidance for best practice case management service provision
  • Ensure that case management assistants provide general protection case management services in compliance with best-practice and international standards in protection response (including DRC case management SOPs)
  • Ensure and oversee that specialised needs, including Case Management and GBV Case Management, are referred to specialized service providers, and that at all times caseworkers are safeguarding the safety and respect of the survivor, in addition to the confidentiality of his/her information and his/her right to access services without any discrimination.
  • Oversee the delivery of the IPA, cash-for-protection support, ensuring that support is tailored for identified protection needs, and all documentation and financial reporting requirements are followed.
  • Remain abreast of SOPs and best practices at the field, on the national and global level.
  • Maintain oversight of case management data and reporting to supervisor.
  • Participate in case conference meetings (including inter-agency case conferences) for high-risk cases and/or complex cases as needed
  • Participate in Best Interest Assessment and Determination meetings as necessary and advocate for the best interest and safety of the child
  • Ensure efficient coordination between the different DRC Protection sections and sectors, particularly between the case management assistants, community based protection assistants and legal officers
  • Facilitate the cases referred from other agencies and allocate those cases among case management assistants
  • Ensure provision of feedback regarding actions taken to other agencies, when necessary and appropriate in light of confidentiality requirements
  • Monitor staff working hours, complete performance review with staff, ensure respect of DRC Code of Conduct
  • Train all newly recruited case management assistants on the case management process, the relevant SOPs and the data filing and storing procedures. Ensure continuous on the job coaching and mentoring
  • Manage recruitment of directly supervised positions (preparation of recruitment request, shortlisting, interviews, tests) in collaboration with the Protection Project Manager.

Grant implementation and reporting

  • Produce monthly reports and support the Protection Project Manager in submitting internal reports as per schedule
  • Bi-weekly monitoring of protection case management database with adherence to data protection protocols
  • Monthly monitoring of confidential case files ensuring adherence to data protection protocols
  • Bi-weekly review of open cases using case supervision tools and develop systems for regular supervision of case management
  • Prepare and submit weekly and monthly work plans in a timely manner
  • Support the implementation of monitoring and evaluation tools and report on problems in the implementation of the program
  • Support the data analysis of case management data in a safe and ethical manner.
  • Lead weekly supervisory meetings to ensure adherence to standards of care and appropriate case management
  • Responsible for the creation and updating of monthly procurement plans for the Protection Case Management team, submit to Protection Project Manager on a monthly basis

Coordination and representation

  • Develop and maintain effective working relationship with relevant stakeholders including partner agencies, community leaders and service providers
  • Advocate for the needs of vulnerable individuals both internally and through coordination mechanisms through evidence-based advocacy
  • Maintain an up-to-date service mapping of the service providers operating in the area and ensure that case management assistants are informed about the available services

Other

  • Any other duties relating to the nature of the job as directed by the Team Leader, Protection Project Manager
  • Maintain positive work relationship within the team, and promote team-building efforts In coordination with the Protection manager
  • Ensure respect of DRC Code of Conduct
  • Participate in training and coaching as required by management

Experience and technical competencies: (include years of experience)

  • At least 3 years of experience in case management service provision or relevant humanitarian action
  • Experience in supervising staff
  • Strong written and oral communication skills, effective in representation and liaison with external parties.
  • Ability to provide technical support, trainings and supervision to case management assistants
  • Strong ability to organize work, meet deadlines, maintain composure, work independently and prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
  • Flexibility in working overtime when needed
  • Computer literacy (Microsoft Word and Excel)
  • Willing to collaborate with and support people from different ethnic groups and different religions
  • Demonstrated interest in humanitarian work and supporting people effected by conflict.

Education: (include certificates, licenses etc.)

Essential qualification

  • University degree in social work and/or psychology, or other relevant field

Desirable qualifications

  • Previous experience in international organizations and humanitarian settings
  • Previous experience providing case management services.

Languages: (indicate fluency level)

  • Fluency in Arabic is required
  • Ability to communicate and write clearly in English is required
