Danish Refugee Council (DRC) is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world.

DRC has been operating in Ukraine for more than 10 years with emergency and durable solution interventions for assisting IDPs, returnees, Host communities, and conflict-affected populations. With the outbreak of the conflict in February 2022, DRC has shifted its programming to emergency response to meet the urgent needs of conflict-affected population in the country. Current DRC programming is focusing on protection activities such as protection monitoring, information dissemination, Individual protection assistance, and legal aid. DRC is also planning to add to the ongoing emergency protection response activities such as GBV prevention and response, Psychosocial support (PSS), and community-based protection. In addition to protection programming, DRC is currently implementing Multipurpose Cash Assistance (MPCA), NFI and Food distributions, Shelter & WASH interventions, and Economic Recovery, Humanitarian Demining and Explosive Ordnance Risk Education.

Overall purpose of the role

The overall purpose of the role is to produce reports and promote the Digital Legal Aid Platform of DRC Ukraine. The person will be responsible for creating, managing, and maintaining reports related to service provided through the DRC Digital Legal Aid Platform. The person in this role will analyze the data collected in these reports to identify trends, patterns, and insights related to legal aid cases. Based on the information and data analysed, the person will be advising on improving the Platform’s services and offerings as well as the promotion and marketing of the Platform.

Geographic scope: Position to be based in Kyiv

The position holder will be part of the legal aid program and serve relevant needs of the entire program. DRC legal program spreads across entire Ukraine providing legal aid to the IDPs and other conflict affected persons. It also has a cross border refugee protection component that serves Ukrainian refugees under temporary protection in Europe with their outstanding legal issues in Ukraine. The program regularly provides information material and legal analysis in large volume. In addition to analysing reports and statistics from the Digital Platform, the position holder will aggregate beneficiary information and legal material from all field and sub-offices.

Main responsibilities:

  • Create, manage, and maintain reports related to legal aid provided through the DRC Legal Aid Platform
  • Ensure that reports are accurate, timely, and useful to the DRC legal aid program
  • Analyse data from reports to identify trends, patterns, and insights related to legal aid cases
  • Present data and insights in a clear and accessible manner
  • Draft information products such as reports, charts and infographics by turning data into graphic products
  • Use analysis to inform decision-making by the Legal Aid team and to improve the platform’s services and offerings
  • Collaborate closely with other members of the Legal Aid team to ensure that the platform meets the needs of its users
  • Stay up-to-date with developments in the legal aid field and make recommendations for changes or improvements to the platform as needed
  • Ensure that reports comply with legal and ethical requirements for data privacy and security
  • Manage and maintain data quality by monitoring and auditing data sources, identifying and correcting errors, and ensuring that data is consistent and reliable
  • Develop and implement processes for data collection, analysis, and reporting, including identifying key performance indicators and setting targets for improvement
  • Continuously evaluate and improve reporting and analysis processes to ensure that they are efficient, effective, and scalable
  • Work with the Legal Aid team to develop a marketing strategy for the platform, including identifying target audiences, messaging, and channels for promotion
  • Contribute to the development of DRC Legal Aid Platform by reviewing information needs and gaps, evaluating information management processes and tools and drafting an information collection and management plan in support of DRC’s legal operations
  • Ensure the compliance of information systems and process with the applicable standards and guidelines related to information management and data protection, including the Protection Information Management (PIM) standards and principles and DRC’s internal guidelines.
  • Identify Platform promotion and marketing needs and opportunities
  • Coordinate with NGOs, government bodies, and civil society and private market actors for the promotion of the Platform
  • Assess available opportunities for effective marketing and advice Program Manager for recommended course of action.
  • Coordinate and oversee activities of consultants, vendors and other actors contracted for Platform promotion and marketing.

Required Experience:

  • Bachelor’s degree in statistics, computer science, data analysis, or a related field
  • Minimum of 2 years of experience in data analysis, reporting, or business intelligence
  • Knowledge of different data collection methodologies and capacity to analyse information
  • Strong analytical skills with the ability to conduct qualitative and quantitative data analysis
  • Ability to write in a clear and concise manner and effective oral communication
  • Experience working with databases, data visualization tools, and statistical analysis software such as SQL, Power BI, or others
  • Experience in a legal setting or with legal data is preferred but not required
  • Experience working with (I)NGOs is preferred but not required
  • Innovative thinking
  • Fluency in English, Ukrainian and Russian

Contract length: 3 months with possibility of extension based on available funding.

Start date: As soon as possible

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National Staff.
