Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Protection Team Leader, Under the supervision of the Project Manager, and in close coordination with other DRC Protection teams flood-affected, the Protection Team Leader has a leading role in the implementation of all DRC’s protection objectives for Libyan and non-Libyan flood and displacement affected populations. The Team Leader manages the field team responsible for the implementation of DRC community-based protection mechanism activities, including information dissemination, awareness-raising, and psychosocial support at both individual and community levels. The Team leader is also responsible for planning field-based activities in line with Protection Information Management (PIM) principles and Protection Monitoring Standard Operating Principles (SOPs) as well as leading Protection Monitoring and/or Rapid protection assessment report writing and analysis.
About the job
The Protection team leader will supervise a team of protection officers and assistants supporting the flood-affected communities in the East of Libya. He/she will deliver technical support and guidance to the protection team and will ensure the quality of the planning, implementation, and follow-up of all technical aspects of the sector activities being implemented by DRC. A key area of focus of this role is the development and maintenance of good relations with the flood-affected communities and other affected communities in the East, relevant stakeholders, and other humanitarian actors, to support adequate implementation and coordination of DRC’s protection activities.
Main Responsibilities:
Team management
• Lead and manage the protection team- including planning and performance management with a focus on well-being and development. To this end, provide technical support, supervision, and guidance – and in close communication with the Manager tailor capacity building and training plans.
• Ensure that all team members fulfil their role as per their job description, in line with DRC Code of Conduct, providing timely and constructive feedback as required.
• Coordinate with the Manager in recruitment processes for team members, as relevant and ensure compliance with DRC On- and off boarding SOPs.
• Encourage a positive, inclusive and mutually supportive team spirit among the team under his/her supervision and with other protection and sectors teams.
• Coordinate leave plans and schedules to ensure effective and efficient implementation of program activities.
Programming & Operations
• Under guidance and supervision of the Manager, plan and supervise implementation of community mapping exercises, effective community mobilization and engagement activities efficiently.
• Ensure compliance with DRC specific tools, processes and SOPs dedicated to data collection and analysis, Psychosocial support and referrals
• Supervise the Protection officers and Protection assistants and conduct for that purpose regular supervision meetings and field visits
• Ensure effective data collection and protection monitoring activities, according to allocated budget and developed work plan.
• Monitor and analyze trends of the protection situation and environment in all areas of intervention for all groups of concern for program and advocacy purposes.
• Lead, in close coordination with the PIMO and Manager, the regular development of protection monitoring products, including monthly/quarterly/annual highlights/ad hoc reports as requested by the Manager
• Support the PIM officer, MEAL department and protection monitors in the management and analysis of information and data management, and in the generation of timely reports.
• Provide mentorship, coaching, capacity building and training for members of the protection team.
• Contribute to the coordination of ongoing service mapping exercises and community analyses.
• Ensure accurate record keeping of the data bases in collaboration with the PIM Officer
Logistics/Finance
• Actively plan and coordinate logistics and movements from and to different operational areas, including in coordination with other protection teams to ensure resource efficiency.
• Take the lead in supporting the coordination of program activities as they relate to logistics, administration, finances, or security, in coordination with the relevant departments.
• Understand and comply with the relevant internal policies and directives.
• Initiate procurements and ensure their execution
• Ensure distribution plans are prepared and shared with logistics in a timely manner
