JOB DETAIL

Overall purpose of the role:

The Protection Team Leader will undertake protection/human rights monitoring in the crisis affected areas within Malakal and other DRC programs within Upper Nile as pre-determined by the work plan. His/her role will be to monitor the protection concerns and needs of the IDP/returnees/host communities’ population by providing information through focus group discussions and individual interviews to those affected, conducting household surveys, rapid assessments, community mobilization and general monitoring visits. The TL will also contribute to the analysis and dissemination of data collected to other relevant actors in order to address the identified protection concerns. Additionally, the TL will address protection concerns through the provision of referrals to the relevant actors in the camp. Finally, the TL, with support of the Protection Manager, will be responsible for delivering workshops and training at the community level and to other stakeholders on human rights and basic protection principles. The TL will throughout his/her work ensure confidentiality and strictly adhere to the Code of Conduct.

Responsibilities:

  • Supervise and support national Protection Officers and Assistants in the implementation of project activities.
  • Provide on the job training to ensure capacity building of the protection team
  • Implement and oversee protection monitoring activities, including data collection, processing, analysis and report writing, contributing to advocacy and improved protection programme quality.
  • Implement protection activities, in accordance with the agreed strategy, operational plan, budgets and DRC and donor regulations; including protection monitoring, assessments, individual protection assistance, referrals, awareness-raising, and trainings.
  • Contribute to and support effective monitoring, evaluation and learning processes and initiatives, and ensure effective data management and contribute to regular reporting on protection activities (weekly, monthly, quarterly, and annual, as required).
  • Implement training for community groups and non-protection service providers in the area of mission
  • Assist the Protection Manager with designing training modules and tools on topics such as human rights and basic protection principles for Community Protection Committees and other community structures.
  • Prepare project procurement plans and raise materials/services requisitions and follow up with the respective support departments
  • Prepare monthly project reports, providing updates on progress and challenges to the Protection Manager
  • Prepare all necessary documentation for each activity (including weekly vehicle movement plans, order requests, payment requests, etc.) and the reconciliation of the money spent during each activity
  • Work with the Protection Manager and fellow Project Team Leader to create weekly work plans to schedule the team’s program activities
  • Liaise and build partnerships with block leaders, chiefs, community leaders and other relevant actors to encourage participation in, support for and a better understanding of the program activities
  • Participate in coordination meetings as requested by Protection Manager
  • Compile field trip reports of every activity undertaken (training, monitoring, community mobilization, case follow-up and refresher trainings) in a timely manner
  • Liaise and build partnerships with local authorities, chiefs and other relevant actors to encourage participation in, support for and a better understanding of the program activities
  • Participate in coordination meetings as requested by Protection Manager
  • Perform any other duties as requested by the Protection Manager
  • Any other tasks as required by the Protection Manager relevant to the implementation of protection objectives and activities.

Experience and technical competencies:

  • At least 4 years’ experience involving human rights, protection in humanitarian emergencies
  • Proven technical knowledge of human rights, protection principles, project cycle management, SPHERE standards;
  • Experience implementing protection monitoring and understanding of protection information management;
  • Experience in participatory facilitation techniques and experience working with local civil society.
  • Strong communication, analytical and writing skills
  • Strong team leadership and conflict resolution skills, adaptability and interest in capacity building;
  • Patience and understanding to work with and develop the capacity of team member
  • Experience delivering programs to tight deadlines;
  • Good computer and IT skills, as well as good, understanding of basic protection information management principles;

PSEA and AGD

  • Foster a working environment that promotes the protection from sexual exploitation and abuse of all persons of concern that DRC serves as well as DRC.
  • Engage in PSEA initiatives such as trainings and promote the prevention of SEA including through understanding and utilizing as appropriate PSEA reporting mechanisms.
  • Uphold DRC commitment to Protection from sexual exploitation and abuse commitment to promoting AGD
  • Include statements which refer to AGD in work collaborations and reporting

Experience and Technical competencies:

  • Previous work experience in the support field.
  • Proficient in Excel and Word.
  • Ability to prioritize and structure work in a busy environment.
  • High attention to detail.
  • Experience with office equipment (printer, scanner, photocopier, etc.).
  • Proactive, able to work with limited supervision.
  • Commitment to a team approach.
  • Organized, responsible, flexible, reliable, and trustworthy
Education:

  • Higher Diploma or Degree in Social Sciences, Law, or related field
  • Comprehensive understanding of human rights and protection principles
