Purpose of the Job:
The purpose of the Protection Team Leader position is to supervise the implementation of Protection Initiatives delegated Protection initiatives as defined by NRC protection strategy and policy frameworks. This position will focus strongly on supervision and capacity building of NRC staff on protection-related topics and management of the protection team in Sar-I-Pul.
The position holder will be responsible for monitoring the implementation of field activities in Sar-I-Pul focused on Protection of Civilians using the Community Based Protection Approach. Undertaking Negotiation, Advocacy and Representation of NRC with stakeholders and local authorities. Spearheading integrated programing and protection mainstreaming with other Core Competencies and leading Protection Risks and Needs Assessments.
The position holder will be spending 80% of their time in the field locations provide on job support to the field teams who will be working under his/her direct supervision. The position holder will be directly supervising Protection Officers, Protection Assistants, and will be reporting to the Protection Coordinator in North.

Generic responsibilities:
- Adhere to NRC policies, tools, handbooks and guidelines
- Assist with the implementation of the protection function portfolio according to plan of action
- Prepare and develop status reports as required by management
- Ensure proper filing of documents
- Promote and share ideas for improvement of the support function
- Development of holistic and needs based programmers, including cash-based interventions and marked based programme.
- Provide overall support to all activities related to Community Based Education and Jobs Skills training activities.
- Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
- Promote the rights of IDPs/returnees in line with the advocacy strategy
- Promote and share ideas for improvement and necessary changes in the activities
Specific responsibilities:
A Internal and External Capacity Building:
- Help design and deliver trainings, workshops and other capacity-building activities for Protection and other Core Competency staff, as well as relevant community members and project beneficiaries, on, Protection of Civilians Child Protection, Community Engagement on Protection of Education and Civilians, protection integrated programming, negotiation and advocacy
- Contribute to the development and translation of training material
- Provide close technical support, including in-field assistance, on-the-job mentoring, feedback, to field-based Protection staff (POs and PAs)
- Support in the identification of new project areas and subsequent context and conflict specific assessments
- Support NRC and the Protection Unit with humanitarian access negotiations, in relation to NRC protection programming activities
B. Programme Implementation, Monitoring and Reporting:
- Produce monthly progress reports on Protection activities to help keep track of main achievements, challenges and planning priorities related to activities implemented in the field.
- Support negotiation and advocacy with local authorities, community representatives and other relevant stakeholders based on project implementation priorities as communicated by management
- Participate in needs assessments, field research exercises, and lead data collection in the field, interact with community representatives and local stakeholders, fill out forms and submit related reports
- Manage the Protection Officer(s) and Assistant(s) in Sar-I-Pul
- Ensure the inclusion of cash – based interventions and marked based programmes in country and area – based strategies and their implementation across and within NRC’s core competencies.
- Provide and enabling environments for the implementation of cash – based interventions, including multi – purpose cash assistance, emergency cash responses.
- Representation of NRC Protection in relevant meetings at field level as delegated by management
- Travel to project implementation areas on an equal basis, to support in programme implementation and capacity building
- Keep accurate project-based records of activities implemented and beneficiaries reached by updating relevant databases and fact sheets on a monthly basis
- Raise Purchase Requests (PRs), launch procurement processes related to project implementation, closely liaise with procurement, logistics, and finance colleagues throughout the process in order to ensure timely completion of the process and availability of the required goods and services.
Generic professional competencies:
- Completed Bachelor of Social Science, Social Work, Journalism, or Humanities
- Strong understanding of humanitarian response architecture, particularly in terms of emergency response and humanitarian protection
- Ability to write detailed reports in English
- Knowledge of cash – based interventions and market based programmes.
- Strong ability to deliver capacity-building training and mentoring
- The ability to travel regularly between North Provinces and programming areas independently is essential, as is flexibility to work outside standard working hours
Context related skills, knowledge and experience
- At least 4 to 5 years’ previous humanitarian experience with a satisfactory performance in the same or similar functional area. Specialties in protection, social cohesion, International Humanitarian Law, negotiations, conflict resolution, and/or mediation preferred.
OR/AND
- At least 4 to 5 years’ experience in civil society organizations with satisfactory performance in the same or similar functional areas. Specialties in peacebuilding, dialogue, social cohesion, and human rights preferred. This includes informal work not coordinated through a registered institution.
OR/AND
- At least 4 to 5 years’ experience in teaching, writing or research linked with social sciences, humanities, social work, and/or journalism. This can include formal, informal or voluntary teaching, journalism, and/or research.
OR/AND
- At least 4 to 5 years’ experience in social work or psychology work experience with a satisfactory performance in the same or similar functional area.
AND
- Ability to work under pressure;
- Ability to communicate effectively with a broad audience;
- Working knowledge of the Humanitarian Principles and Protection Principles;
- Proficient computer skills; especially being able to deal with and enter the data in excel;
- Excellent interpersonal skills;
- Able to show empathy towards the beneficiaries and having great listening skills.
- And ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
