Position Overview

Zambia Integrated Health Activity Project (ZIH), with the support of the United States Agency for International Development (USAID), is working in collaboration with the Ministry of Health in Zambia. Our mandate is to increase the coverage of comprehensive and client-centered HIV, TB/HIV, FP/RH, and MNCH prevention, diagnosis, care, and treatment services in communities and health facilities to reach 95-95-95 UNAIDS targets. Our objective is to achieve epidemic control by 2030.
The Provincial Technical Advisor will function as a liaison between the PHO, DHO, and Zambia Integrated Health to coordinate the cooperation and communication between the institutions. In collaboration with the PHO and other stakeholders, he/she will strategically plan, oversee, and support the implementation of the HIV, HIV/TB, and MNCH/RH/FP programs to reach and maintain the 95 – 95 – 95 targets.

Key Responsibilities

• Provide provincial-level leadership and technical guidance for the USAID Zambia Integrated Health (ZIH)
• Supervise provincial-level technical staff and work with the Provincial Hub Manager to implement an effective prevention, treatment, and care model, ensuring that the program is aligned with national guidelines (e.g. HTS, PMTCT, VMMC, ART, PrEP, TB/HIV Co-infection, SRMNH and Family Planning
• Build the technical capacity of Ministry of Health workers through training, facility-based mentorship, and general health systems strengthening through the supply of job aids, standard operating procedures, medical and laboratory equipment as well as infrastructure refurbishments where applicable
• Lead and support the monitoring of the clinical services strategy across the province.
• Foster good working relationships and teamwork with staff and volunteers in all departments.
• Be responsible for the standards of clinical care provided by clinical staff.
• Coordinate logistics related to availability of both human and material resources within the Zambia Integrated Health Provincial office.
• Ensure that continuous staff development takes place, required for the task, focussed on improved staff motivation and retention.
• Provide oversight to ensure accountable and transparent resource management.
• Responsible for creating a realistic project budget and tracking expenditures and reviewing all project expenses on technical implementation, in line with USG regulations.
• Work with the Provincial Hub Manager to ensure compliance with U.S. government/ donor and Zambia Integrated Health regulations and guidelines.
• Develop and submit all program reports and requirements within stipulated time frame.

Basic Requirements

• Registered Medical Doctor, Medical Licentiate, Clinical Officer or Nurse, with a master’s in a health-related field (MPH, Epidemiology, etc)
• Five or more years of demonstrated experience in HIV/TB/MNCH/FP program implementation
• Demonstrated understanding of the principles of HIV healthcare
• Demonstrated experience in health systems programming and/or health systems research.
• Ability to coach, mentor and develop technical capacity in regional and national programs and technical staff in the areas of HIV, HIV/TB, MNCH/RH/FP and HIV/TB program.
• Detailed working knowledge of technical guidelines, best practices, and innovations in HIV, HIV/TB and MNCH/RH/FP Program approaches designed for service integration

Preferred Qualifications

• Proven team leadership skills and team player.
• Prior experience working with national/international NGOs and public sector institutions, including the MOH.
• Proven ability to work collaboratively with colleagues in project implementation, excellent interpersonal skills.
• Excellent verbal, written and presentation skills.
• Good computer skills, including competence in MS Office and internet/e-mail.
• Willingness to travel extensively in the districts of support.
• Excellent written and oral communication skills.
