Introduction

PSI is a non-profit organization working to improve the health of poor and vulnerable people in developing countries. PSI has offices in approximately 40 countries, with approximately +6000 employees. Country offices are supported by staff providing services in programmatic and administrative areas. Collectively this group is referred to as “Global Services”, with most of this staff based in the Washington, D.C. area. Global Services is divided into four “cones” which encompass over 20 departments. For further information on PSI’s size, scope, structure, and strategy refer to www.psi.org.

Scope of Work

Population Services International seeks one or more instructional design, facilitation, and training delivery services vendors with a range of language capabilities, and ability to meet multiple orders with a high degree of skill.

Currently, the major languages spoken across the PSI network include:

Amharic, Arabic, Burmese, Cambodian, English*, French/African French*, Hindi, Lao, Malagasy, Portuguese*, Somali, Latin American Spanish*, Swahili, Tibetan, Urdu, Vietnamese

Company must be able to provide services in at least one and preferably more than one of the officially supported languages.

Instructional design, facilitation, and training delivery services are critical to the effectiveness of both the internal operations of our organization which is headquartered in DC and spans globally in South and Central America, Africa and Asia, as well as serving our customers across the network.

Currently, PSI has no centralized pool of instructional design, facilitator, or training delivery service providers. US-based departments and country teams often seek and contract independent of each other. We seek to streamline the process by contracting with one or more companies that, combined, meet all the needs across the organization, in terms of language support, time zone reach, certifications, responsiveness, quality, scalability, and cost-effectiveness.

Bid Preparation

Bidders should submit their responses to this RFP to include:

B. Financial Proposal

A. Technical Proposal

Your proposal should provide basic information about your Company and relevant service offerings. It should have a section addressing each of the following areas:

(a) Company Profile
(b) Approach
(c) Responsiveness to the Scope of Work
(d) Sample CVs of instructional designers, facilitators, and/or trainers that reflect certifications, experience including geographies in which they’ve worked, languages spoken fluently, and time zones the person can work in.
(e) Key performance indicators (KPIs) or metrics definitions for assessing the effectiveness of services. Include the system for tracking progress and measuring outcomes.
(f) A description of Company’s confidentiality and data security systems including compliance with relevant data protection regulations (e.g., GDPR, HIPAA, etc).
(g) References

All technical proposals must include a completed Technical Capability Checklist (see ANNEX 2), with items submitted in the order listed in the checklist template. If a capability is partially available or with caveats, mark the capability as “partial” and include an explanation in comments.

B. Financial Proposal

Bidders pricing should be based on the following:
For Services performed during the Term, Consultant will be paid in accordance with the rates set forth in Annex 3 hereto [Annex 3 should list Consultant’s employees and their daily or hourly rates (and overhead or indirect rates, as appropriate and conditions for discounts to be applied)].

As part of the RFP process, PSI may be providing confidential information to bidders. Consequently, bidders must complete the attached Confidential/Non-disclosure Agreement (Part 4) to participate in this process. Signed Confidential/Non-Disclosure Agreements must be submitted with the proposal.

Financial proposals must include subscription/service fees, implementation fees and technical support fees, including incremental cost differences for varying volume of demand.

Companies delivering instructional design services must have the ability to provide them – with the support of internal Subject Matter Experts (SMEs) – on highly technical topics as well as general business and leadership training. Companies delivering training delivery must be able to deliver leadership and general business training as well as train-the-trainer skills, (Example topics: coaching skills, psychological safety, communication skills, project management, personality assessment interpretation Myers-Briggs, StrengthsFinder, etc) . Experience in global health and working with international non-governmental organizations (INGOs) is preferred.

Bid Submission

All proposals must be in writing, in the English language, and manually signed and dated by an authorized employee of the Bidder. They may be emailed as shown on the RFP cover page.

Proposals may not be altered, corrected, or withdrawn after the Date of Receipt, except that PSI, at its sole discretion, may permit correction of arithmetic errors, transposition errors, or other clerical or minor mistakes, in cases in which PSI deems that both the mistake and the intended proposal can be established conclusively on the face of the proposal. Other than the mistakes listed in the previous sentence, no mistakes alleged by a Bidder after the Date of Receipt will be permitted to be corrected.
