Org. Setting and Reporting

This position is located in the Office of the Secretary-General of the United Nations Conference on Trade and Development. The incumbents will report to the Chief of the Communications and External Relations Section.

Responsibilities

Within delegated authority, the Public Information Officer will be responsible for the following duties:
– Coordinates the strategic planning, development and implementation of UNCTAD media relations blueprints and supports the Chief of Section accordingly.
– Provides support and advice to senior leadership on strategic media issues.
– Takes the lead in the overall editorial coordination of content, by, inter alia, producing media-facing content, press releases, one-pagers, factsheets, Q&As, thought pieces to ensure consistent and up-to-date messaging.
– Prepares media plans, communication briefings and Q&A documents for senior leadership for press briefings, media visits, interviews and background briefings.
– Identify and deliver potential opportunities to engage with media on high-value projects.
– Coordinates efforts to position UNCTAD as a thought leader including, inter alia, through the production of thought leadership content (including bylines, articles/blogs, Q&As and online content).

– Supports UNCTAD’s outreach in the dissemination of information to international media, including as necessary by developing appropriate materials, and identifies opportunities to further disseminate the work of UNCTAD.
– Provides advice and expertise to managers, senior officers and other public information staff on a range of public affairs issues, methods, and approaches; anticipates and resolves communications/public relations issues/problems and contributes to crisis response as needed. As such, monitors media for potential reputational risks; supports UNCTAD’s risk management efforts and; coordinates responses across divisions and teams.

– Builds, maintains, and actively manages relationships with journalists and media outlets, including Tier 1 international titles, trade and special interest publications, including print, online and broadcast channels.
– Oversees and supports the engagement and project development with media organizations.
– Develops strategic partnerships with key constituencies to elicit support for and maximize impact of promotional objectives; serves as a spokesperson/principal liaison to media organizations, governmental bodies, national groups, private sector organizations, educational organizations, international organizations, etc.

– Prepares or oversees preparation of a diverse range of information communications products in support of UNCTAD initiatives, including shaping messages and stories and proposing them to journalists and editors.

– Drafts complex material for UN newsletters, periodicals, reports and books and edits drafts prepared by junior officers.
– Evaluates results and impact of communications activities; reports on developments, trends and attitudes regarding the UN.
– Represents the institution in meetings and conferences; fulfills speaking engagements and makes presentations to groups on UN activities and advocate issues of concern; organizes media coverage and arranges for media contacts, briefings, interviews; organizes seminars, lectures, conferences, public events on major issues and events concerning the organization.

– Builds information networks; plans and oversees maintenance of publicly accessible information materials on UNCTAD; plans and develops outreach activities and identifies opportunities for media experts.

– Supports publications programme; produces materials for print/electronic/audiovisual media and edits communications for UN newsletters, periodicals, reports and books.

– Assists is the day-to-day operation of the Section to include participating in coordination of substantive and administrative activities of the unit, interpreting and disseminating policy, providing procedural advice, improving reporting systems, handling operational and administrative queries, preparing budget submissions, establishing and/or coordinating training programmes and monitoring and evaluating results.

– May coordinate and direct a team of public information staff and/or mentor and supervise the work of junior officers on specific projects.

Education

An advanced university degree (Master’s degree or equivalent degree) in communication, journalism, international relations, public administration or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job – Specific Qualification

A university degree in the field of economics is desirable.

Work Experience

A minimum of seven years of progressively responsible experience in public information, journalism, international relations, public administration or related area is required.

At least three years of experience as a journalist and writing professional articles, op-eds or blogs is desirable.

Experience in an international news agency or globally-recognized media outlet is desirable.

Experience within the United Nations Common System is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.

Special Notice

This position is temporarily available during the absence of the regular incumbent for one year or longer. The regular incumbent is entitled to return to this position at the expiry of the temporary vacancy period. The post, object of this advertisement, is thus available for a definite period of time. The United Nations will issue a one-year assignment or appointment which may be renewed as per the availability of the position. If the regular incumbent exercises the right to return, the appointment or temporary assignment of the candidate selected for this job opening will not be renewed or extended.

The selection process for this job opening will be conducted pursuant to ST/AI/2010/3 on the “Staff Selection System” and include the compliance review process by a review body described in staff rule 4.15. In case of selection, a staff member of the United Nations Secretariat who meets the definition of “internal candidate” in staff rule 4.10 will be placed on a temporary assignment if he or she holds the same grade as the job opening; and a temporary promotion if he or she holds a lower grade than the job opening. If the regular incumbent vacates the position during such temporary assignment or promotion, the selected staff member will be laterally assigned, promoted or transferred to the position without further selection process under ST/AI/2010/3.
