The GGGI Qatar Country Program, hosted at the Ministry of Environment and Climate Change (MECC) of the State of Qatar, is scaling up its activities to provide advisory and implementation support to Qatar in climate resilience and green growth projects in cooperation with MECC and relevant national and international stakeholders. GGGI is inviting applications for Communications and Knowledge Sharing Officer.
POSITION SUMMARY
The Communication and Knowledge Sharing Officer engages the Ministry of Environment and Climate Change in Qatar and supports GGGI’s role in the National Climate Change and Sustainability Awareness Campaign. Responsibilities include collaborating on campaign components, organizing capacity-building activities, and translating research findings into accessible materials. The Officer also leads GGGI communication and knowledge sharing strategy and implementation plan in the country.
PURPOSE
The Communication and Knowledge Sharing Officer plays a pivotal role in GGGI’s support of the National Climate Change and Sustainability Awareness Campaign led by the Ministry of Environment and Climate Change. Ultimately, the objective is to raise awareness, stimulate discussion, and inspire action among the target audience. This position entails collaborating closely with GGGI’s project team and consultants to develop and execute various campaign components, such as social media campaigns, national competitions, sustainability leadership trainings, and green events. Moreover, the Officer is responsible for organizing capacity-building activities and international cooperation initiatives aimed at promoting understanding and skills related to green growth and sustainability practices in alignment with the campaign objectives. Additionally, the Officer will collaborate with the Ministry’s PR team and GGGI’s regional and HQ based Communication and Knowledge Sharing Units to co-create communication products, leverage media channels, and enhance public support for green growth initiatives. This role involves translating complex research findings into accessible materials for diverse audiences, conducting evidence-based communications research to inform messaging strategies, and providing communications support for ad hoc requests from the Regional Office, including initiatives such as the Africa-Middle East SAFE Initiative and regional expansion efforts.
ENGAGEMENT
- Collaborate closely with GGGI and MECC departments, ensuring synergy across initiatives.
- Work with Qatar program staff to engage partner government ministries/agencies, aligning the awareness campaign and capacity-building content with stakeholders’ needs.
- Lead communication coordination between HQ in Seoul, local partners, and ensure alignment with GGGI’s global communication and knowledge sharing strategy and plans.
- Cultivate relationships with stakeholders and service providers in Qatar.
- Foster collaborative ties with green growth stakeholders in Qatar, including government, private sector, civil society, and international bodies.
- Represent GGGI at networking events, conferences, and workshops, facilitating connections to support GGGI’s initiatives.
- Build a strong collaborative working relationship with the Communication and Knowledge Sharing Unit at HQ and ensure the smooth implementation of communication, branding guidelines and policies.
- Actively engage with Global Communication team and other members in the MENA region and support global and regional communication and knowledge sharing efforts.
DELIVERY
- Develop and implement a comprehensive climate change awareness campaign strategy for GGGI and MECC in Qatar, covering audience analysis, message development, channels, timing, budget, measurement.
- Working closely with all stakeholders coordinate the creation of engaging and impactful campaign materials, including digital content, educational resources, and promotional materials, ensuring alignment with campaign goals and target audience preferences.
- Monitor and evaluate the effectiveness of the campaign through metrics such as audience reach, engagement levels, and changes in awareness and attitudes, and adjust strategies accordingly.
- Organize and facilitate events, workshops, and presentations to further promote campaign messages and foster community engagement and participation.
- Develop and implement capacity building initiatives in line with stakeholders needs in line with the awareness campaign objectives and goals.
- Stay informed about relevant developments, trends, and best practices in awareness-raising and public engagement strategies, continually refining and improving the campaign approach.
- Ensure the consistent incorporation of gender and social inclusion in all communication and knowledge sharing interventions.
- Actively participate in networking events, conferences, and workshops to represent GGGI, fostering connections that can support and enhance the GGGI’s initiatives, while also coordinating and providing coverage for key events such as capacity building activities, seminars, and high-level panel discussions.
- Manage the Qatar Office Communication and Advocacy Associate and ensure that GGGI’s Qatar communication and knowledge sharing work is in line with GGGI’s global strategy and plan.
REQUIREMENTS
QUALIFICATIONS
- A Master’s degree in communications, social sciences, development research, sustainable development, international relations, public policy, or a related field.
- Minimum of five years of relevant experience, including two years at international level, leading behavior change campaigning, marketing, advocacy, sustainable development policy, awareness campaigns, stakeholder outreach, and the like.
- Two years of international experience, living and working outside of home country.
- Proven track record of constructing awareness raising campaigns especially targeting young people.
- Proven tack record of developing and delivering successful capacity building initiatives.
- Fluency in both English and Arabic is essential for effective communications, writing and presentation.
- Experience working in Qatar or the MENA region – working with the government and international organizations – is highly desirable, with an understanding of the cultural, economic, and political context.
- Technical knowledge of climate change and green economy approaches, preferably in major sectors relevant to Qatar, demonstrated through relevant academic qualification, analytical research, government advisory support, and/or capacity development.
- A keen interest and creativity in using innovative modern technologies to communicate key messages.
- Ability to engage and build relationships with a diverse set of stakeholders, including government officials, donors, academicians, activists, communities, and private sectors.

- Excellent communication, presentation, writing, and networking skills.
- Excellent content creation skills in both English and Arabic for producing engaging communication materials suitable for a variety of audiences.
- Proven ability to build and maintain relationships with diverse stakeholders, including government entities, NGOs, and the private sector.
- Capacity to adapt to changing environments and challenges, with a high level of cultural sensitivity to global and local contexts.
- Strong interpersonal skills and the ability to work collaboratively in a team and across different departments within an international organization.
- General understanding of green growth, sustainable development, and climate change
- Ability to quickly grasp instructions/discussions on technical issues and translate it to concepts, capacity building modules, and research outputs.

WORKING CONDITIONS
This position is an X8, international grade level in GGGI’s salary scale. For X8 International grade, the base salary starts from USD 64,920. Determination of base salary is subject to candidate’s experience, academic background, and internal equity. GGGI provides 15% of base salary towards retirement plan/long-term savings, 27 days of annual leave, and private health insurance that covers dental and vision.
