QATAR: TECHNICAL ANALYST (CONSULTANT)

PROJECT BACKGROUND
The GGGI Qatar Country Program, based in Doha, is scaling up its activities to provide advisory and implementation support to the State of Qatar in cooperation with the Qatar Ministry of Environment and Climate Change (MECC) and other stakeholders. The Program’s activities will contribute to the environmental sustainability, economic diversification, and international cooperation goals of the Qatar National Vision 2030 and the Qatar National Environment and Climate Change Strategy.
The GGGI Qatar Country Office is looking for a Technical Analyst, who will be responsible for drafting, reviewing, revising, and proofreading analytical reports related to the different work streams of the Qatar Program.
OBJECTIVES OF THE ASSIGNMENT
The consultant is expected to perform the following tasks under the supervision of the Program Lead:

- Review and revise draft analytical outputs, which include, but not limited to, the following: working papers, technical reports, government plans and strategies, policy briefs, concept notes, background reports, workshop reports, meeting/mission reports, presentation materials, infographics, newsletters, press releases, yearend and annual reports, etc. covering the following themes:
- Sustainable/climate finance
- Circular economy
- Climate change adaptation
- Green economy and green growth strategy
- Measurement, reporting, and verification (MRV)
- Draft minor outputs as needed covering various topics within the Qatar Program work streams by working closely with the program lead and project managers.
- Conduct proofreading and editing of draft outputs in line with GGGI’s publication guidelines.
- Rewrite draft outputs, if necessary (i.e., if the draft reports are far from satisfactory).
- Respond to other ad-hoc requests for assistance by the program lead, project managers, and other colleagues as needed.
DELIVERABLES AND PAYMENT SCHEDULE
Reporting Requirements:
Consultant will be delivering the above assignment and reporting to the Country Program Lead and perform other duties assigned by the Project managers.
Payment Schedule:
The Consultant will be paid on deliverable basis for the work performed in accordance with the scope outlined under the Objectives of the Assignment

EXPERTISE REQUIRED
Qualifications/Experience/Expertise
- An advanced degree (master’s degree or equivalent) from a reputable university in public policy, international development, development research, climate change communication, or any discipline related to climate action and green growth.
- Minimum 5 years of experience with a think tank, university, developing country government, or international organization supporting research and analysis, capacity development and policy formulation.
- Superb skills in drafting, reviewing, revising, proofreading, and editing outputs; excellent command of professional English, both verbal and written, with the ability to produce high-quality research outputs in a short period of time.
- Good grasp of climate change and green economy approaches specifically key topics such as sustainable/climate finance, circular economy, climate change adaptation, green economy modelling, and Measurement, reporting, and verification (MRV), preferably in Qatari/Middle Eastern context, demonstrated through relevant academic qualification, analytical research, government advisory support, and/or capacity development.
- Strong research and analysis experience and skills demonstrated by successful completion of relevant assignments and/or internships.
- Highly organized and ability to grasp and collate knowledge and information from diverse sources to produce summary policy-relevant information.
- Highly proficient in using MS Office application and other useful software for analytical research.
- Experience in communications and green advocacy work is desirable.
