Position: Qualitative research consultant, Senegal learning studies Post category: Short-Term Consultant Reports to: EFAT Project Director Period of Assignment: January 2025 LOE: 15 working days Location: Home-based Background Background Enabling Farmers for Agricultural Transformation (EFAT) is a five-year (2022-20227) project implemented by Winrock International with funding from USAID. The project builds evidence on approaches to strengthening pluralistic agricultural extension and advisory services (EAS) for the effective delivery and scaling of climate resilient agricultural innovations. To address ineffective and poorly coordinated agricultural service provision, in Senegal, EFAT is piloting models that deliver local, pluralistic EAS more effectively and efficiently. The project has catalyzed the creation of three EAS delivery hubs, which are platforms that bring together public, private, and civil society service providers to tackle common challenges. Service providers include private companies, government extension agencies, producer organizations, financial institutions and input suppliers.
EFAT is building evidence on the processes for setting up these EAS delivery hubs by conducting learning studies. These studies document how to organize and incentivize diverse agricultural service providers to work together effectively in delivering advisory and complementary services to smallholder farmers. EFAT is seeking a consultant to produce learning briefs by analyzing and synthesizing data from an 80-page report (in French) produced by a local research team on hub functioning. ObjectivesThe consultant will review a report containing qualitative data collected to address the following research questions: • How well and effectively are hubs functioning to improve service provision to farmers? • What are the most effective methods and approaches to build trust among private and public sector providers and to demonstrate the value of collaboration and partnership? The consultant will use the existing data and additional information, where required, to produce two learning briefs (a long and short version). Objectives The consultant will review a report containing qualitative data collected to address the following research questions: How well and effectively are hubs functioning to improve service provision to farmers? What are the most effective methods and approaches to build trust among private and public sector providers and to demonstrate the value of collaboration and partnership? The consultant will use the existing data and additional information, where required, to produce two learning briefs (a long and short version). Tasks involved Review a report (in French) prepared by a local research team. Consult the research and project teams in Senegal virtually to obtain further information, where necessary. Prepare draft learning briefs (2) in English for review by the project team Based on feedback from the project team, finalize the 2 learning briefs Identify gaps in the data and recommend additional data needed to address the learning questions.
Deliverables A learning brief in English (maximum 20 pages) that addresses the two learning questions. A shorter brief (3-4 pages) in English summarizing the achievements and lessons learned from learning brief. A brief report on gaps in the data and recommendations on additional data needed to address the learning questions. Experience and qualifications The consultant should have the following experience and qualifications: Highly experienced qualitative researcher, with demonstrated experience designing and implementing qualitative research and ability to analyze and synthesize complex and large volumes of qualitative data and information. Advanced degree in social science or other discipline related to organizational development. Experience with outcome harvesting or similar qualitative methods preferred At least 10 years’ experience in international agricultural development. Ability to critically evaluate information and present it in a meaningful way. Proven proficiency in writing clear, concise, and engaging content. Previous experience in writing learning briefs, or similar documents.
Fluency in both English and French.
