Duties and Responsibilities
This position is located in Mogadishu, Engineering and Facilities Management Section of the United Nations Support Office in Somalia (UNSOS). The QA/QC Water and Sanitation Engineer reports to the Chief Engineering and Facility Management Section through Chief Water and Sanitation Unit. Within delegated authority, the QA/QC Water and Sanitation Engineer will be responsible for the following duties,: Planning • Contribute to the quality control/quality assurance for the overall planning and managing the operation of the Water and Sanitation Engineering Unit, for both current as well as future mission’s requirements. • Provide QA/QC on the planning, design, construction and maintenance of wastewater systems, including collection, treatment and discharge. • Conceptualize and develop QA/QC mission specific water supply program and relevant water safety plans. • Contribute to analysis and advise on the planning, design, construction and maintenance of water supply systems, including source development, treatment, storage and distribution. • Evaluate, review and revise project documents, and analyze design specifications included in project proposals for accuracy, soundness, feasibility and cost. • Analyzes, advises and provides QA/QC on the planning, design, construction and maintenance of water supply systems, including source development, treatment, storage and distribution, as well as borehole drilling works in accordance with planned schedules. Operations • Carry out QA/QC on the installation of Lora Water Meters to remotely measure water supply and water consumptions, as well as treated effluent from Wastewater Treatment plants using Field Remote Infrastructure Monitoring. • Carry out on-site observation and keep clients informed on the progress of the designated WATSAN projects. • Compare the site working progress with the contractor’s working schedule and take the required action for the WATSAN project completion before the deadline. • Manage and oversee WATSAN projects by means of resources in MS Project; taking into consideration DPKO environmental policy and other related environmental guidelines in regard to Water and Sanitation issues. • Ensure that the WATSAN Projects are completed to a satisfactory standard before final payment is authorized. • Offer support as requested to all colleagues on WATSAN and other technical matters. • Assist the field engineers and assistants on Quality control and Safety plan to technical specifications. • Ensure WATSAN field reports are as per the Quality Control and Safety Plans. • Perform other duties as may be assigned by the Chief WATSAN Unit. Administration • Where possible, and when called upon, review and provide QA/QC on WATSAN TOPs, designs, concept drawings, cost summaries, Certificates of substantial and Develop mission policy and guidelines for general planning, operation and maintenance of the water, environmental and sanitation programs. • Monitor change of orders, contract compliance, quality control and assurance, safety and documentation of all WATSAN invoices, Task Orders and any other WATSAN documentations. • Develop teamwork and close coordination with mission’s engineering units, military engineer officers, and procurement section. • Perform other related duties as required.
Qualifications/special skills
Advanced university degree (Master’s degree or equivalent) in civil engineering, water and environment Engineering, water resources engineering or related fields (specialization in water, environmental and sanitation engineering is an advantage). A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree. A first degree in chemical engineering with emphasis on water quality analysis is also an advantage A minimum of five years of progressively responsible experience in the field of water, environmental and sanitation engineering or related field. Experience with standard techniques and practices for operation and maintenance of various types of water and wastewater laboratory instruments and preparation of reagents in post conflict environment or military operations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of other UN official language is desirable
