Position Overview

Pact, Inc. seeks a Quality Assurance/Quality Improvement (QA/QI) Advisor to work on the recently awarded, five-year USAID Zambia Integrated Health (ZIH) contract. ZIH will support the USAID and PEPFAR objectives of 95/95/95 and provide service delivery and technical assistance to improve Maternal, Newborn, and Child Health (MNCH) and Family Planning & Reproductive Health (FP/RH) services. ZIH will improve, sustain, and further integrate HIV/AIDS, MNCH and FP/RH services at the health facility and community levels and ensure that client-centered, high-impact, high-quality services are available to all Zambians.

 

The Quality Assurance/Quality Improvement Advisor will ensure high quality service delivery across the ZIH project in line with international best practices and technical guidance, government guidelines and policies, PEPFAR’s site improvement monitoring system, and project standard operating procedures. H/she will be responsible for establishing, managing and coordinating ZIH’s continuous quality improvement (CQI) system and the capture, reporting and use of its data for service improvement. H/she will establish, oversee, and/or strengthen the capacity of provincial and district-level CQI teams to investigage gaps in service access and uptake using available data, prioritize and test solutions, and monitor progress against improvement indicators. H/she will support integration of CQI across project implementation areas and collaborate closely with ZIH Strategic Information Team to ensure systematic collection, reflection and use of data for learning and adaptive managment, and documentation and dissemination of the project’s emerging best practices.

This is a Zambia based local Position and open to Zambian nationals only.

Key Responsibilities

  • Under guidance of the Technical Director Clinical Services and in collaboration with Director for Strategic Information Management, develop, implement, and monitor QI strategies for differentiated health service delivery grounded in international best practice and building on practical CQI approaches previously developed by partners in Zambia.
  • Adapt CQI for differentiated service delivery efforts at community and facility levels using existing QI Charter/Roadmaps.
  • Collaboratively with GRZ and relevant stakeholders, re-design and operationalize a quality improvement, quality assurance framework for HIV prevention, testing, linkage to treatment and retention in care services in Zambia.
  • Design and implement QI tools and guidelines to institutionalize functional quality improvement systems at various levels.
  • Develop a system, including key quality indicators and tools to measure quality of services, to monitor the quality of HIV prevention, testing and linkage to treatment services within the project’s scope.
  • Analyze service quality data and develop working strategies to improve quality of service provision; and follow up on persistent issues that prevent health facilities from achieving desired results.
  • Ensure project alignment with PEPFAR’s site improvement monitoring system (SIMS); and conduct joint field visits with national-level MOH and PEPFAR teams, including joint data verification.
  • Re-design supportive supervision guidelines and tools based on identified needs; and conduct intensive on-site supportive supervision visits and provide mentoring and coaching to staff across key project interventions and technical areas.
  • Provide targeted CQI training to project staff, P/DHO staff and other relevant stakeholders, as needed.
  • Establish and develop the capacity of facility and community QI teams in design, implementation, and monitoring of QI efforts, including QI system analysis and adaptive management tools.
  • Establish CQI community of practice to strengthen and sustain a culture of joint problem-solving, learning, and accountability within participating HFs.
  • Facilitate regular CQI data reviews and learning sessions to collaboratively review QI data and identify needs for improvement and strategies to address them together with relevant program teams.
  • Using MOH guidelines, integrate client feedback into CQI interventions.
  • Compile regular status, progress, and final reports about Pact’s QI initiatives in a high quality and timely manner.
  • Document best practices through CQI knowledge management briefs and success stories.
  • Work with project staff to strengthen integration of intervention components across the project.
  • Work with project staff to identify and document project lessons learned and success stories.
  • Follow all company policies and procedures, including completion of compliance trainings by assigned deadlines.
  • All other duties as assigned.

Basic Requirements

  • Master’s degree in public health, epidemiology, social work, sociology or other related discpline with six (6) years work experience or bachelor’s degree with at least eight (8+) years work experience
  • At least 5 years of experience managing QI programs, including leading QI teams and provision of QI capacity development and technical assistance.
  • Experience working with Zambian clinical partners to implement QI activities and collect data.
  • Familiarity with Zambia public health and healthcare systems, particularly with HIV prevention and treatment areas.
  • Experience with USAID or other donor-funded projects in Zambia or Sub- Saharan Africa.
  • Fluent oral and written English.

Preferred Qualifications

  • Experience in working in the public health system and wide health system network.
  • Prior experience with roles and responsibilities related to quality improvement and or quality assurance of HIV or other public health and/or healthcare services.
  • Familiarity with HIV epidemiology in Zambia.
  • Experience working with populations affected by HIV in Zambia.
  • Experience collaborating with GRZ.
  • Excellent command of MS Excel for data analysis.
