Org. Setting and Reporting

This position is located in the in the Life Support Section of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), duty station Bangui. The Rations Officer will report to the Chief Life Support.

Responsibilities

Within delegated authority, the Rations Officer will be responsible for the following duties:
• Provide Chief Life Support input on procurement process, e.g. preparing statement of work/specifications, requisitions, contracts and participating in technical evaluations and submissions to Local Committee on Contracts as required;
• Budget preparation and acquisition planning.
• Implement the internal accounting and administrative controls and contingent rations management systems.
• Effective record keeping, reporting and audit response.
• Implementation and updating of Standard Operating Procedures (SOPs) relating to Receiving and Inspection, QA, ordering and invoice processing and other aspects of Life Support supplies.
• Train and manage mission ration staff in the coordination and implementation of food safety, and food quality programs.
• Monitor and analyze contracts performance to ensure compliance with contract terms, schedules and cost objectives.
• Liaise with the Contract Performance Monitoring Unit in the resolution within the terms and conditions of the contract of conflicts/problems in the course of contract implementation.
• Implement the Contract and Administration Management Unit’s work program.
• Supervise personnel within the Contracts and Administration Management unit including monitor performance indicators.
• Performs other duties as assigned.

Education

Advanced University degree (Master’s degree or equivalent) preferably in business administration, food science or management, contract law is required.

A relevant combination of professional certification, membership of chartered institutes related to food industries, academic qualifications and extensive experience in project/contract management, food technology and management or related areas may be accepted in lieu of the advanced degree.

A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Job – Specific Qualification

A certification or degree in Finance and Accounting is required.

A certification in Microsoft Business Intelligence tool or similar is required.

Work Experience

At least 5 years of progressively responsible experience in the areas of supply, project/contract management or logistics support is required.

Experience in managing support services in support of or in a field operation of the United Nations Common System or a comparable international organization is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Working Knowledge of French is desirable.
