Result of Service

Serves as a senior inter-agency programme planning and liaison officer; represents UNRWA Gaza Field Office for engagement in inter-agency programme planning and policy making for Gaza. More generally, reviews and assesses UNRWA’s current engagement in inter-agency planning and policy making and provides/implements recommended actions to ensure the adequacy and efficacy of UNRWA’s participation as one of the major actors and a major factor for stability in the oPt region.

Duties and Responsibilities

Deliverables include:
¿ Develop tools for a full review of UNRWA’s current participation in inter-agency planning and policy making for Gaza including a 360 survey.
¿ Conduct a full review of UNRWA’s current participation in inter-agency planning and policy making for Gaza and producing a report with recommendations with the objective to strengthen the Gaza Field’s participation at programme/cluster and regional levels.
¿ Conduct an assessment of current UNRWA staff representation at cluster level, with a concluding report with recommendations for improvement.
¿ Design a training kit for UNRWA staff, who represent UNRWA at inter-agency platforms with focus on cluster representation.
¿ Represent UNRWA and engage in inter-agency policy making and planning platforms for Gaza and the oPt (where applicable in close coordination with the West Bank Field Office) to ensure proper and relevant response. Including for national Cash Working Group, the Gaza Cash Working Group, the UNSCDF and the Inter-cluster Coordination Group.
¿ Contribute to the development of MSNA, HNO and HRP by ensuring adequate and timely participation and input of UNRWA in close coordination with the West Bank Field Office.
¿ Produce regular reports to the Deputy Director for Programmes with clear dashboards on progress and improvement related to UNRWA’s inter-agency engagement.
¿ Organizes and participates in work groups, meetings, conferences, consultations with other agencies and partners on humanitarian and emergency relief-related matters.
¿ Performs other duties as required.

Qualifications/special skills

Education:
An advanced university (Master’s or equivalent) from an accredited educational institution in political science, public administration, business administration, or a related field.

Work Experience:
– At least eight years of progressively responsible relevant work experience in political or administrative affairs utilizing professional skills relevant to the responsibilities of this post, is required.
– Experience in coordination and programme planning in a humanitarian setting is required.
– Unless already serving as an international staff member in the UN Common System, a candidate for an international post must have at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number is required.
– Knowledge of the Middle East context and Palestine refugee issues is desirable.

Under the overall supervision of the Director of UNRWA Affairs in Gaza, the incumbent will report to the Deputy Director for Programmes and will work closely with the chiefs of programmes, and heads of support units at Gaza Field Office.
