Purpose of the Position:
The Infrastructure Officer will provide day to day technical guidance and supervision to community assets creation activities in Aweil East County and also to implement Emergency Shelter construction and rehabilitation activities being implemented in Aweil East County. The Infrastructure Officer is also responsible for implementation of project activities including provide inputs and support for infrastructure’s design and develop schematic drawings and bill of quantities and inspecting and supervising project participants’ works and NRC’s direct implementation. The Infrastructure Officer will assist the WASH Coordinator in providing technical support in the development of NRC’s WASH and Shelter programming in Northern Bahr el Gazal State. He/she will also work closely with the other Project Officers and assistants in the field to ensure timely delivery of quality community assets creation activities and Shelter programme, and will assist the WASH Coordinator and WASH and Shelter specialist in overall planning and design of (future) projects
- Role and responsibilities
Generic responsibilities

- Implement delegated Construction, Infrastructure and Shelter projects portfolio according to plan of action.
- Prepare and develop status reports as required by management.

- Ensure that projects meet target beneficiaries most in need and explore and assess new and better ways to assist.
Specific responsibilities
- Responsible for the implementation of NRC’s shelter construction, rehabilitation, maintenance in Aweil East County.
- Prepare documentation and sign contracts in the field/office with the beneficiaries.
- Develop technical designs and drawings.
- Ensure proper documentation of rehabilitation documents, logs, and reports on-site.
- Perform quantity surveying and verify quantities of materials and works provided by the contractor.
- Supervise construction of emergency shelters and administer works execution as per the contractual provisions and the project specifications, as well as ensuring that the norms, regulations, and plans are respected; Ensure quantity/quality control and schedule consistency.
- Conduct regular inspections and stay present in the field to ensure the smoothness and operation meet quality standards as needed.
- Carry out Engineering planning and survey using relevant survey equipment.
- Produce CAD design and generate a precise Bill of quantities for all civil and water engineering works.
- Provide coordination of all technical activities within project locations among different stakeholders, RRC commission, executive chiefs, and selected beneficiaries
- Select and implement viable and technically sound engineering approaches and practices including water harvesting, Shallow wells, multi-purpose ponds, Community access and feeder roads, water, and flood control dykes’ construction.
- Documentation of all infrastructure activities and files under selected Bomas.
- Reporting of weekly and monthly activities about technical specifications on the implementation and other reports required by NRC.
- Train the selected beneficiaries and Field technicians on the constructed infrastructures
- Support the overall management of works implementation to ensure construction work is completed on time, within budget, and to quality standards.
- Supervise the implementation of activities and administration works as per the contractual provisions and project specifications.
- Ensure that the implementation follows quality/quantity control and schedule consistency.
- Providing daily site records with all work activities, information, instructions, and issues, according to the site format report as per the projects’ requirements.
- Conduct a market assessment to examine available construction materials and identify technical solutions and alternatives.
- Worked with respective LFS Officer to implement the identified ACL project activities.
- Participate in the ACL project targeting and verification process.
- Develop detailed weekly plans for the identified ACL projects.
- Train the communities on the implementation of the ACL activities.
- Facilitate the implementation of ACL projects providing technical support required at county/Boma level.
- Communicate exit strategies for each ACL project with community
- Work with the county/Payam/Boma government Structure, Project Management Committee, and WFP, to enhance effectiveness of the ACL.
- Consult the community leaders and communities on the most suitable intervention focusing on agriculture/forestry and infrastructure projects.
- Co-ordinate with other field project staff to ensure maximum use of support resources for the implementation of ACL activities in the County
- Work with the LFS Coordinator and LFS Officers and Assistants to compile and submit timely relevant reports on the project implementation and any other reports required by WFP and NRC
- Prepared monthly progress reports on the implementation of the ACL projects in the county
- Act as a focal point between NRC and the contractor.
- Ensuring that all project documentation is properly and safely kept in organized files consistently.
- Maintain and organize the filing of MoUs and training documents.
- Communicate with different stakeholders constantly.
- Perform any other tasks assigned by the line manager.
