Position Summary
Partners In Health (PIH) seeks a social justice-oriented professional to coordinate recruitment and support Human Resources (HR) functions within a growing organization. The Recruitment Coordinator will work with PIH Liberia colleagues across departments to identify, interview, and onboard candidates who are motivated by PIH’s vision for global health equity. S/He will work with the HR Director (HRD), HR Lead, and Hiring Managers across PIH Liberia to ensure all required paperwork and funding is in place for recruitment, advertise openings, schedule interviews, and prepare interview materials. As part of the onboarding process, the incumbent will work with new hires to introduce and review all PIH Liberia policies, including Gender and Harassment and Prevention of Sexual Exploitation and Abuse. The incumbent will also provide strategic support to all PIH Liberia departments for training and other related HR matters, including performance management, conflict resolution, administration, and employee welfare.
Key areas of Responsibility and Support:
Talent Acquisition
Coordinate with hiring managers to identify staffing needs, including through forecasting and analyzing quarterly and annual hiring needs by department;
Source candidates qualified for open positions with PIH Liberia through online channels (social platforms and professional networks), career and college fairs, fostering long term relationships with past applicants and potential candidates, and additional methods as necessary for hard-to fill roles;
Assess candidate information, including resumes and contact details, using the PIH Liberia Applicant Tracking System;
Work with hiring managers to develop suitable and efficient hiring plans, including designing job descriptions and interview questions that reflect each position’s requirements; planning interview and selection procedures (i.e. screening calls, assessments, and interviews); and reviewing applications, background checks, and references;
Collaborate with the hiring managers and HR staff during the offer process to recommend and communicate, start dates, benefits packages, and equitable salary ranges in line with organizational salary bands;
Work with the HR Lead to determine HR and recruiting KPIs and create/present KPI reports to evaluate recruiting strengths, bottlenecks, and opportunities for improving the recruitment process, from both candidate and employer perspectives and with an emphasis in diversity and inclusion;
Keep the recruitment database updated with all necessary information for tracking potential candidates;
With support from the HR Lead, provide recruitment and HR accompaniment to the JJD Hospital/CHT HR Leads.
On-boarding
Work with the HR Director to ensure all new hires receive a holistic induction to PIH, including through standardized slides/onboarding materials on PIH history and staff culture, an overview of internal resources and expectations, and Prevention of Sexual Exploitation and Abuse (PSEA);
Work closely with hiring managers to develop and implement a comprehensive induction checklist to ensure new hires have all the resources necessary to work effectively, including laptops and email addresses;
Work closely with the HR Lead to promptly capture new hires in payroll;
Collaborate with the Operations team to ensure home visits are done for all staff in Harper.
General HR Support & Compliance (Internal and External)
Support to the HRD and HR Lead in the annual performance management process to foster a culture of results-based management and ensure progression towards staff professional development goals across the organization;
Supporting the HR Director and HR Lead in implementing strategies to best appreciate and retain employees, which may include the annual HIGH 5 award among other forms of staff recognition;
Support the HR Director, HR Lead and team on the timely and accurate renewal of employee contracts;
Sit in for the HR Lead in appropriate meetings, such as the weekly Senior Management Team meeting, when the HR Lead is unavailable;
Prevent and minimize legal challenges by understanding current legislation, enforcing regulations with managers, and recommending new recruitment procedures;
Work with the Ministry of Labor on recruitment matters and collaborate with the HR team to provide data updates to the Ministry of Labor as necessary;
Update and maintain the training matrix with all professional development trainings across PIH;
Ensure staff complete necessary training requests and send to the HRD and finance for approval;
Support the HRD in managing the internship program by conducting orientations and ensuring strong integration of learning opportunities for PIH Liberia interns.
Competency Profile
Academic qualifications: |
Bachelor of Business or similar professional training in Human Resources or related fields with 2-3 years of experience. |

Technical Competencies
Experience in workforce planning; Basic knowledge of National Employment Law; Experience sourcing talents in a challenging environment; Hands-on experience with full-cycle recruiting using various interview techniques and evaluation methods; Knowledge of Applicant Tracking Systems (ATSs); Ability to work within a multi-cultural environment, with perceptive sensitivity to varied staff (national and international) personal and cultural management needs; Strong planning and organizational skills, with the ability to think and act strategically in the design and execution of plans; Demonstrated advanced critical thinking and problem-solving skills; Demonstrated effectiveness in written and oral communications; Good Knowledge of and experience with computers, including Word, Excel, PowerPoint and other relevant software; Demonstrated interest in social justice preferred.
