  1. Context

 

The Building Resilience for Food and Nutrition Security in the Horn of Africa (BREFONS ) program is designed as a follow-up phase to the Drought Resilience and Sustainable Livelihoods Program (DRSLP) with the aim of improving the living standards of women, youth and the population in general. BREFONS is one of the priority programs identified under the Horn of Africa Initiative, a regional program that was prepared and designed for implementation in six countries, Djibouti, Ethiopia, Kenya, Somalia, South Sudan and Sudan, by the African Development Bank (AfDB), the European Union and the World Bank.

In Djibouti, the program aims to strengthen resilience in food and nutrition security by implementing a pilot project exploring the use of digital technologies for digital extension services and the provision of concrete agronomic advice for plant and animal health. A key element is the production of educational videos to provide agronomic advice and promote best practices among farmers in arid and semi-arid regions.

 

Location: Djibouti

 

Duration: The consultation will cover a period of 12 months (May 1, 2025 – April 30, 2026) with the possibility of extension.

 

  1. Goals

The Video Producer (Consultant) will support the successful implementation of the BREFONS project in Djibouti by developing educational content in video format that provides agronomic advice, as well as plant and animal health recommendations, to improve agricultural productivity and food security.

 

  1. Scope of work

The video producer (consultant) will be responsible for the following activities:

1. Production planning

 

I). Collaborate with project experts and national stakeholders to identify relevant agronomic and veterinary topics.

 

II). Work with local experts and writers to develop engaging video scripts.

 

2. Video production

 

I). Shoot and edit 40 high-quality videos featuring agronomists and veterinary experts, focusing on agronomic practices, plant and animal health, and climate-smart agriculture.

 

II). Make sure videos are suitable for distribution via mobile-friendly platforms.

 

3). Localization and inclusion

 

I). Adapt video content to local linguistic and cultural contexts, ensuring accessibility to Afar and Somali-speaking communities.

 

II). Integrate gender-sensitive messages to engage both male and female farmers.

 

4. Delivery and comments

 

I). Provide finalized videos for use in pilot testing and dissemination.

 

II). Incorporate feedback from field tests into the production of subsequent videos.

      IV. Commitment and Availability

The consultant must demonstrate a full commitment to the effective implementation of the BREFONS project in Djibouti. He or she must be available for frequent field trips to the Tadjourah and Ali Sabieh regions and be willing to work closely with various stakeholders. The ability to respond quickly to project requirements and ensure rigorous monitoring of field activities will be essential for the success of this assignment.

      V. Main deliverables .
1.  4 to 6 test videos : produced within the first two months of the contract.
2.  40 educational videos : produced and broadcast throughout the duration of the project.
3.  Scripts and content adaptation : Developed in collaboration with the project teams.
4.  Final video package : Delivered in formats suitable for online and offline distribution.
      VI. Required skills and qualifications

         I). Proven experience in video production, particularly for development or educational projects.

     II) .Experience producing content for a rural or agricultural audience using gender-sensitive approaches

     III). Knowledge of working in multicultural and multilingual environments.

     IV). Ability to integrate feedback into iterative production cycles.

     V). Fluency in local languages (Afar, Somali) is required.

 

Requirements

      VII. Consultant Profile and Experience

 

The video producer will be recruited as an individual consultant. The required profile is as follows:

 

  • Diploma :
    • Hold a higher education diploma (BAC+ 5minimum) in audiovisual production, communication, media, journalism or any other field deemed equivalent.
  • General experience :
    • Have at least five (05) years of relevant professional experience in video production, particularly for educational, development or awareness projects.
  • Specific experiences :
    • Have expertise d’au moins cinq (05) années in producing content for rural audiences, with an ability to adapt messages to local contexts.
    • Have completed at least three (03) projects involving the production of educational or awareness-raising videos.
    • Have experience integrating gender-sensitive and culturally relevant issues into video content.
    • Experience in the host country (Djibouti) or in similar contexts would be an additional asset.

 

  • Language skillset :
    • oral and written English and French is required.
    • Mastery of local languages (Afar, Somali) is highly desirable.
    • Have solid SKILLS in video editing and post -production, with a software mastery professionals (e.g.: Adobe Premiere Pro, Final Cut Pro).

      I.                  VIII. Evaluation Criteria

 

The consultant’s selection criteria include elements relating to his qualifications, his general and specific experience, the proposed methodological approach , as well as the quality and relevance of the expected deliverables .

 

      IX. Duration and Forecast Schedule

The total duration of the service is estimated at 12 months (level of effort) over a period from January 1, 2025 to December 31, 2025, with the possibility of extension.

The consultant must provide in his offer a detailed schedule for the execution of his service, taking into account the deadlines.

 
 X. Composition of the Application File
