Regional Accounting Officer Position Description Under the direct supervision of the Regional Accounting Manager in Manila, Philippines, the Regional Accounting Officer provides support to the assigned portfolio of projects in Asia, reviews and analyzes financial transactions in accordance with WI policies and procedures, donor rules and regulations, and local laws; ensures monthly reports are submitted and uploaded timely; coordinates with project finance managers for timely resolution of financial and accounting issues; and provide guidance/training to Project Finance Managers, as needed.

DUTIES AND RESPONSIBILITIES

International Accounting Reviews and uploads assigned projects’ monthly financial reports, reconciliations and supporting schedules, general ledger entries, and performs other general accounting functions. Reviews QuickBooks reports of assigned projects and coordinates resolution of any pending/missing documentation with the field/project offices. Uploads reports in CostPoint and reconciles cash and fund transfer accounts; prepares journal entries in CostPoint Reviews and approves monthly wires of assigned projects for accuracy and completeness Communicates internal control gaps, financial issues/concerns, and other findings identified during the monthly meetings. Consolidates uploading issues and concerns in CostPoint; helps identify nature or causes of such issues and coordinates with other regional accounting officers as necessary Reviews hard copies of voucher packages uploaded in SharePoint to ensure compliance with WI policies and procedures, donor rules and regulations, and local laws; identify gaps on internal controls and documentations. Conducts reconciliation and revaluation exercises of Costpoint receivable and liability accounts of assigned projects; prepares journal entries in CostPoint. Provides support to WI project finance managers with accounting operations and systems and respond to routine HQ accounting-related inquiries. Conducts onboarding orientation to new finance staff of assigned projects; assists in technical skills enhancement or other capacity building activities for WI project finance managers on identified gaps. Participates in the recruitment process of project finance staff, as appropriate. Actively participates in monthly regional calls and/or other meetings involving assigned projects, or other events organized by any HO/RO staff. Other Duties Support the application and coordination of WI policies and procedures, which includes the need to model compliance and properly represent management decisions. Demonstrate the ability to work effectively as a team member, and a high level of professionalism when dealing with co-workers, WI partners, and service providers. Demonstrate a high level of integrity when dealing with sensitive and confidential documents and information.

QUALIFICATIONS AND EXPERIENCE:

Bachelor’s degree in Accounting, Finance, Business Administration or related field, and preferably licensed CPA or Chartered Accountant OR with Masteral Degree with progressive experience in financial/fund management. Minimum of 3 years experience required, 5 years experience preferred in accounting and/or auditing experience in a US Government (e.g. USAID, USDA, USDOL, US Department of State) funded project either at local or international level. Comprehensive knowledge on USG rules and regulations, international financial management and reporting requirements, internal controls and accounting standards. Knowledge and familiarity with any computerized accounting system/packages Experience in managing or supervising finance staff of multi-cultural background. Comprehensive knowledge and understanding of taxes and labor laws in the Asia Region Self-starter: ability to use good judgement and professionalism; and excellent analytical skills and keen attention to details Proficient in MS Office such as Word, Excel, Outlook, Teams.
