Position: Regional Adolescents Girls in Crisis Technical Advisor Grade Level 17

ROLE PURPOSE

The CoE seeks to contribute to the global ambition and objectives on increased impact, strengthened legitimacy and improved sustainability.

Plan International established a Centre of Excellence (CoE) in August 2018. The main purpose of the CoE is to promote consistent and high-quality programming, and position Plan as a leading child and girls rights Organisation in the refugee sector1. This will be done through improving organisational learning, guidance and sharing – strengthening both technical and operational capacity; strengthening thought leadership to influence refugee policy and strategies from a child/girl/adolescent rights perspective and full spectrum approach; and establishing an active community of practice to enhance learning and drive high quality refugee programming in priority sectors and cross cutting themes.

Plan International is seeking an experienced Technical Advisor to advance Plan International’s regional programming with and for adolescent girls in crisis with an initial focus on refugee settings. The technical advisor will be part of the CoE: Girls in Displaced Settings, and work across the sectors of child protection, gender-based violence, education, youth economic empowerment and adolescent sexual and reproductive health rights in emergencies, to a) lead the strengthening of gender-transformative adolescents in refugee settings programming and b) support the positioning of Plan International with external partners as a leading agency in adolescent girls in crisis programming. The technical advisor will provide support to country offices within MEESA region to develop and implement quality and effective adolescent girls in crisis response programmes The technical advisor will also be responsible for external influencing work related to adolescents in humanitarian settings in relevant global initiatives related to refugees and migration. The role involves travelling in Uganda program site and supporting country offices within MEESA region.

The Adolescents in Emergencies technical advisor will be responsible for:

Strategy and Programme Design:

    • Piloting the global Adolescents in Emergencies programming toolkit with selected Country Offices with refugee programs in collaboration with the Global Child Protection in Emergency Specialist.
    • Support the development of a results framework and MEAL tools for gender-aware adolescent programming in refugee settings.
    • Support the development of a global key guidance, toolkits and manuals on specific aspects of adolescent girls in crisis programming and tools for age- and gender informed strategic responses across multiple sectors.
    • Support the development and testing of evidence-based programming models for specific issues affecting adolescent girls in humanitarian settings.
    • Support national offices and country office teams in developing concept notes and mobilising resources for adolescent girls in crisis focused programming in refugee settings.

Capacity Development:

    • Provide technical support and program management to ANO funded – Adolescent Girls in Crisis program in Uganda
    • In collaboration with the regional and global DRM teams, provide capacity building support to Plan International country office staff within MEESA region to provide gender- and age-appropriate humanitarian action to adolescent girls and boys in preparedness and response.
    • Mainstream knowledge and skills required for gender-aware adolescent programming into global Plan International and cluster humanitarian competency frameworks.

Monitoring, Evaluation, Accountability and Learning:

    • Contribute to annual global mappings and reporting on Plan International’s adolescents programming in humanitarian settings.
    • Develop tools and guidance that support quality data collection including monitoring, evaluation and information management that supports gender- and age appropriate programming.
    • Promote organizational learning on Adolescent Girls in Crisis through collecting and publishing case studies and reports on good practices and lessons learned.
    • Provide technical support to research and impact studies that contribute to evidence- based programming with and for adolescent girls and boys in emergencies.

Coordination and Influencing:

    • In collaboration with the regional and global teams and the Pan Africa Office, develop advocacy briefs on issues affecting adolescent girls and boys in humanitarian settings.
    • Develop capacity statements on Plan’s adolescent girls in crisis programming for donors and other relevant actors in Global and Regional Hubs and National Offices.
    • Build and maintain relationships with relevant global networks and thematic initiatives, UN organizations, international and national NGOs and other relevant coordination entities.
    • Attend internal and external calls and meetings, as required by Plan International Centre of Excellence: Girls in Displaced Settings.

Requirements:

    • Master’s degree in Social Sciences, Youth Policy, Education or another related field.
    • Minimum of 5 years of progressively professional experience in education, youth economic empowerment, child protection, and/or SRHR programming of which at least 3 in humanitarian context.
    • Demonstrated experience in developing adolescent-specific programming materials including tools, guidance, training materials and project proposals.
    • Experience in child- and/or youth participatory programming is an asset.
    • Good facilitation skills and ability to deliver briefings and trainings for a variety of audiences.
    • Demonstrated ability to network and liaise with UN, coordination mechanisms and donors.
    • Flexible work attitude and ability to work independently and remotely.
    • Ability to effectively communicate with a diverse and cross-cultural audience.
    • Excellent knowledge of English mandatory, second language relevant for the East and Southern Africa region an advantage.
    • Commitment to Plan International’s Child and Youth Safeguarding policy, Code of Conduct and Whistleblowing policies.
