Org. Setting and Reporting
The position is located in the UNODC Programme Office in Ethiopia (POETH) with duty station Addis Ababa and operates under the Regional Office for Eastern Africa (ROEA) located in Nairobi, Kenya, Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the overall supervision of the UNODC Representative of ROEA and the technical guidance of the Crime Prevention and Criminal Justice Officer (Team Leader, Technical Cooperation), Human Trafficking and Migrant Smuggling Section (HTMSS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA), as well as substantive and policy guidance from the Chief, HTMSS/OCB/DTA. Responsibilities
Within assigned authority, the Regional Adviser (Trafficking in Persons and Smuggling of Migrants (TIP/SOM)) is responsible for implementing anti-human trafficking and migrant smuggling technical cooperation activities under UNODC’s project “Promoting Action and Cooperation among countries at global level against Trafficking in Human Beings and the Smuggling of Migrants (PACTS), including technical competence and practical day-to-day support to relevant bodies, entities and authorities. The incumbent will be responsible for the following specific duties: • Implement the workplan and activities agreed with the governments of beneficiary countries of PACTS under the guidance and day-to-day direction of the Team Leader, Technical Cooperation, HTMSS; • Deliver counter human trafficking and migrant smuggling advisory services, capacity building and technical cooperation activities in PACTS beneficiary countries, with a special focus on African countries; • Provide criminal investigation and/or prosecution (international, regional or national) training and serve as an operational mentor towards building capacity of national law enforcement, prosecutorial agencies and other relevant counterparts to successfully investigate and prosecute human trafficking and migrant smuggling, including with a focus on international cooperation in criminal matters; • Participate in preparing concept notes, agendas and other documentation; identify experts and participants; carry out programmatic/administrative tasks necessary for the achievement of expected results in the assigned substantive area; participate in preparing specialized technical assistance delivery tools, such as manuals and guides; • Undertake frequent mission travel in the PACTS project beneficiary countries; • Act as focal point by coordinating and liaising with the Regional Office in Eastern Africa and UNODC HQ staff as well as project donors, other relevant international and regional actors, national and nongovernmental actors in order to facilitate project implementation and create synergies; • Ensure regular communication with the project donors, national counterparts and national project staff and HQ and ensure that reporting obligations towards HQ’s reporting to the donor are fulfilled in a timely manner; • Initiate, coordinate and participate in the preparation and drafting of a variety of written outputs, such as technical publications, progress reports, assessment reports, mission reports, briefings and presentations; • Prepare inputs for performance parameters and indicators, programme performance reports as well as inputs for results-based budgeting and results-based management as part of the monitoring, evaluation and learning plan; • Support the visibility of UNODC’s anti-trafficking in persons and anti-migrant smuggling work in the region in accordance with the communications plan, including submitting inputs to communication actions and products in a timely manner; ensure visibility to the project donor(s) in all public activities; • Contribute to the development of the UNODC Regional Programme and support delivery of TIP components of other UNODC projects related to TIP/SOM, including on corruption, terrorism, and transnational organized crime; • Support the implementation of trafficking in persons related activities of the Regional Office, including participating in coordination meetings; • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Perform other duties to support project implementation, as required.
Competencies
• Professionalism: Has in-depth substantive knowledge and specialization in the field of human trafficking and/or migrant smuggling. Has knowledge of policies and practices in international criminal justice and crime prevention, as well as the mandates of the United Nations Office on Drugs and Crime. Has knowledge of criminal investigations of transnational organized crime (including leadership and network analysis). Demonstrates knowledge of regional and international cooperation in criminal matters. Has ability to foster regional and international contacts and cooperation relevant to the effective operation of a country’s counter TIP and SOM criminal justice response. Demonstrates ability to liaise with law enforcement/prosecutors and to prepare documents required by the courts in the course of investigations and prosecutions. Has knowledge of and ability to provide training and mentoring of prosecutors, law enforcement officers, intelligence officers, or other criminal justice officials in matters relating to the investigation and prosecution of TIP. Demonstrates knowledge and understanding of relevant international instruments especially the UN Convention against Transnational Organized Crime and its associated Protocol against Trafficking in Persons, as well as General Assembly and Council Resolutions relating to TIP. Education
An advanced university degree (Master’s degree or equivalent) in law, criminology or related disciplines is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of relevant, progressively responsible professional experience, including international experience, in crime prevention and criminal justice is required. Solid work experience of two years in advising on development of policies or criminal justice response against trafficking in persons or smuggling of migrants is required. Work experience in investigations, law enforcement or prosecution of trafficking in persons and the smuggling of migrants is required. Work experience in the development and delivery of training in the areas of trafficking in persons or the smuggling of migrants is required. Work experience in providing advisory services to promote international cooperation in criminal matters in the areas of trafficking in persons and the smuggling of migrants is desirable. Work experience with counterparts in field locations is desirable. Work experience within the United Nations system or similar international organization is desirable. Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official language is an advantage.
