CARE is seeking a talented individual to assume the role of Regional Advocacy Advisor (RAA). The RAA role is integral for CARE’s focus on becoming a locally led and globally scaled poverty-fighting network. It serves as an advocacy function with multiple touchpoints, in terms of collaboration, influence, and support, across the confederation in various respects.

For the Latin America and Caribbean (LAC) region, the RAA will be specially focused on gender justice advocacy agendas at multiple levels that will require outstanding skills in networking, lobbying, influencing and facilitating change through high level interpersonal and communication skills.

The Regional Advocacy Advisor will focus on meeting the challenges of advancing CARE LAC´s advocacy priorities aligned with LAC’s regional program priorities (Life from violence; Health, sexual and Reproductive rights, Women economic justice, Gender justice and Climate justice) and in close collaboration with country presences.

RESPONSIBILITIES:

  • Develop and oversee the Regional Advocacy Agenda and strategy
  • Actively participate in resource mobilization priorities for LAC
  • Represent CARE in regional coalitions, intergovernmental forums, and research/academic institutions to advance LAC´s advocacy priorities.
  • Strengthen the capacities of CARE staff in LAC by maintaining and fostering an advocacy community of practice (COP) for cross learning and knowledge management in close coordination with the Regional LAC gender network, implementing common advocacy goals.

QUALIFICATIONS:

  • Bachelor’s degree required in social sciences and humanities including areas of social policy, gender in development, or international relations. Master’s preferred.
  • 5-7 years of relevant international policy and advocacy experience, especially with women´s and feminist organizations.
  • Proven record of knowledge and understanding of the region’s development and advocacy scenarios, institutions, and processes.
  • Demonstrated experience of context analysis, policy analysis, design and implementation of advocacy strategies that amplify diverse Civil Society actors especially Women’s / feminist organizations, government, academia & NGOs to secure commitment around common goals
  • Understanding of and familiarity with all relevant multilateral institutions, civil society mainly regard women local and feminist organizations, and related decision-making processes as well as knowledge of the regional institutional environment in LAC.
  • Relevant training in policy analysis, policy advocacy, partnership brokering/development, civil society engagement.
  • Knowledge and experience working in an environment focused on gender, diversity and justice framework.
  • Proven ability to produce advocacy materials and analysis and to develop mechanisms to share and manage advocacy information and knowledge.
  • Excellent writing, editing and communications skills in English and Spanish.
  • Experience in high-level representation.
