Alive and Thrive (A&T) is an initiative to save lives, prevent illness, and ensure healthy growth and development. From 2009 to 2014, A&T demonstrated that rapid improvements in infant and young child feeding (IYCF) are possible in settings as diverse as Ethiopia, Bangladesh, and Viet Nam. In 2014, A&T began working in Burkina Faso, India, Nigeria, and throughout the Southeast Asia region, expanding its scope to include maternal and adolescent nutrition, and using agriculture and social protection programs as delivery mechanisms for maternal, infant, and young child nutrition (MIYCN). Currently, A&T is leveraging its robust network and knowledge base to strengthen systems and build capacity in these and other countries across Africa and Asia, and disseminate innovations, tools, and lessons worldwide. The A&T initiative, is currently funded by the Bill & Melinda Gates Foundation, the Government of Ireland, UNICEF, the World Bank, and other development partners.
In East Asia Pacific (EAP), A&T provides strategic technical assistance to governments and a network of local partners with a focus on eight countries (Cambodia, Indonesia, Laos, Myanmar, Papua New Guinea, the Philippines, Thailand, and Viet Nam) to facilitate policy and system reforms aimed at increasing investment and creating an enabling environment for MIYCN. With funding from the Government of Ireland, A&T is strengthening MIYCN service delivery with a focus on equity to reach the most vulnerable in Cambodia, Laos, and Viet Nam. With funding from the World Bank, A&T is utilizing global evidence to inform the Government of Papua New Guinea’s social and behavior change strategy under a national multi-sectoral stunting reduction program. As an endorsed technical assistance provider to the Association of Southeast Asian Nations (ASEAN) Health Cluster, A&T supports the development of regional standards and collaborates with member states to improve the quality and coverage of MIYCN policies and programs throughout the region.
Job Summary / Responsibilities:
The Regional Associate Director for Programs is part of an inter-disciplinary team, providing integrated program, technical and operations support to the Alive & Thrive EAP team. Responsibilities also include coordination support for partnerships, business development, sub-awards and consultants across eight countries to help advance progress on overall expected results in the region.
The Regional Associate Director for Programs ensures effective and coherent planning, implementation, and monitoring of EAP regional projects, in line with existing and new grants and workplans from donors including the Bill & Melinda Gates Foundation (2024), Government of Ireland (2024- 2027), and other development and social impact partners.
In all activities, the Regional Associate Director for Programs fosters collaboration within the Regional and Country Offices, with the Alive & Thrive EAP team and partners in eight countries, and relevant business units in headquarters, to ensure the delivery of relevant, timely and quality policy and program support.
Accountabilities:
1. Program management: Provide support to program management including development and implementation of the regional and country-specific work plans, and management of project budgets and spending; support capacity building and contribute to the overall strategic goals of the program; supervise and mentor staff, sub-awards and consultants; provide training/orientation on systems, policies, and regulations. Support management with recommendations for process improvement to achieve the goals.
2. Technical support: Provide technical support/oversight to the program to ensure alignment with evidence-based interventions and approaches, compliance with Alive & Thrive’s policies and procedures; provide technical and coordination support to increase the uptake of Alive & Thrive policy, advocacy, social and behavior change communication, and health system strengthening implementation models, approaches, tools, and materials. Create or revise proposals as needed to facilitate strategic goals.
3. Strategic communication: Develop strategic advocacy and communication documents and products for policy, advocacy and social and behavior change communication (including policy briefs, presentations, op-eds, talking points for speakers, materials for media and public, infographics, social media toolkit, etc.) in coordination with Alive & Thrive team, partners, and contractors.
4. Evidence generation: Support development and updates of situation analyses, including gathering and reviewing studies, policies and materials, stakeholder and opinion leader assessments. Design and support implementation of formative research studies, including protocol formulation, scientific and ethical review processes, and quality assurance of country-level activities in collaboration with partners and contractors.
5. Representation and engagement: Represent Alive & Thrive in relevant Government, and partner meetings, workshops, working groups and networks as appropriate. Liaise with Alive & Thrive and relevant business units of FHI 360 at headquarter level.
6. Documentation and dissemination: Support documentation, learning and dissemination of Alive & Thrive activities, innovations, experiences and results including development and quality assurance of business plans, donor reports, progress reports, program briefs, newsletter updates, presentations, and other communication products. Facilitate cross-country and cross-donor learning as appropriate.
7. Measurement, learning and evaluation: Support measurement, learning and evaluation activities, including monitoring progress in the implementation of work plans and contributing to project evaluations.
8. Business development: Identify and support new opportunities for income towards social impact including preparation of bid memos, requests of interest, proposals, and commencing a novel private sector strategy and offerings to attract new clients for workplace nutrition services.

Qualifications:
• Masters degree in Nutrition, Public Health, Communications, Social and Behavior Change, Law or Social Sciences, Management, International Development, Human Development or related fields.
• 5-8 years experience with program management in line with Government rules and regulations.
• 7 years or more with the execution of policy, advocacy and strategic communication work plans, preferably in nutrition and social behavior change projects.
• Demonstrated experience in working with the government sector is critical.
• Excellent communication and organization skills are required. Must be able to read, write, and speak fluent English.
• Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
• Prior work experience in a non-governmental organization (NGO), multilateral organization, government agency, or private company.
