Winrock is implementing B-PEMS AugroJatra Climate Change, a four (4) year project that began in October 2022 and is funded by the US Department of State (USDOS). Under this project, Winrock is collaborating with the government of Bangladesh, the University of Pennsylvania’s Penn Development Research Initiative (PDRI), and in-country partners at the local, regional, and national levels to combat human trafficking and research the links between climate change and human trafficking. POSITION SUMMARY Under the direct supervision of and guidance from the Senior Manager – Monitoring Evaluation Results and Learning, based in Dhaka, four (4) Regional Coordinators will be responsible for monitoring and supporting on-ground implementation of the project activities in their respective region. Each Regional Coordinator will work closely with local implementing partners to enhance the quality of their work and assist in the development and monitoring of work plans. Furthermore, each will have oversight of and provide support for all project activities within their designated region. This role will entail maintaining collaborative relationships with PEMS technical staff based in Dhaka and coordinating with local government administrations, government officials, and other pertinent stakeholders in the assigned region. An essential component of this position will involve coordinating with the implementing partners and providing regular updates to the Dhaka office. ESSENTIAL RESPONSIBILITIES Collaborate closely with implementing partners to develop detailed activity implementation plans, track and report progress against achievements on a regular basis. Provide technical and management support to the partner organizations for smooth and quality project implementation. Provide necessary support to the project team in implementing partner organizations in routine monitoring data collection in collaboration with information system specialist and ensuring accurate data entry into project information systems from original sources. Support the project team at partner organizations and community levels/groups to organize training and workshops on climate smart agriculture, life skills development, and financial literacy as well as demonstration of selected technology. Ensure data quality through regular checks and adhere to personal data protection policies, as well as appropriately document and curate data and information at the field level. Provide technical support to the partners in capacity need assessment and in the implementation of capacity-building activities for partner staff. Assist the B-PEMS project team in establishing and maintaining communication with relevant government, non-government, and private sector stakeholders at the divisional, district, and upazila levels. Coordinate with project team members to stay informed about field visits, training, meetings, workshops, event plans, and ensure smooth logistical and organizational support for field visits and events in collaboration with the Dhaka based admin team. Provide necessary support to the communication and knowledge management team in collecting case studies, success stories, and organizing campaigns and outreach events. Assist in internal and external evaluation, study, and research teams in organizing data collection events, including surveys, interviews, key informant interviews (KIIs), and focus group discussions (FGDs) with project participants and relevant stakeholders. Maintain coordination with implementing partners regarding Upazila and DC Office certification and other administrative functions under the guidance of the Grants and Operations Manager, as and when necessary. Collect, organize, analyze, and generate reports on specific issues as required by the project. Overall, the Regional Coordinator will lead the project implementation at the field level. Perform other responsibilities as assigned by line management. REQUIREMENT AND QUALIFICATIONS PROFESSIONAL Minimum of five years of professional experience encompassing program implementation, project coordination, advocacy, and networking in areas related to climate-resilient agriculture, aquaculture, alternative livelihoods, migration, and human trafficking projects. Demonstrated expertise that combines program implementation and monitoring and evaluation (M&E) functions. Significant experience in providing on-ground support to implementing partners. Strong knowledge and hands-on experience in routine monitoring data collection processes, as well as the ability to provide capacity-building support to implementing partners regarding information management and reporting systems. A clear understanding of the use of Information and Communication Technology (ICT) in M&E systems, including awareness of associated challenges and strategies for mitigation during the implementation process. Proven experience in managing multi-layered communication and supervision processes. Demonstrated expertise in utilizing ICT for program monitoring and implementation, including data collection and management. Professional work experience within the focus districts. EDUCATIONAL Bachelor or Master’s degree or higher in fields such as development studies, statistics, monitoring and evaluation, economics, human rights, or related social science subjects. SKILLS Fluent in both Bangla and English. Excellent oral and written communication abilities. Proficiency in managing multiple tasks and priorities under pressure with keen attention to detail. Capability to work independently with minimal supervision while juggling numerous competing priorities and activities. Proficient in computer operations, MS Office suite, ODK (Kobo Toolbox, SurveyCTO), MIS database management, email correspondence, and internet usage. Strong competencies in management, communication, and negotiation. Exceptional interpersonal skills and adeptness in working within multicultural teams. Willingness to travel regularly to Dhaka and within the Regional Coordinator’s region, including to the remotest areas. Computer literacy in word processing, spreadsheet, and presentation software (Microsoft). OTHER The candidates must be citizen of Bangladesh and currently reside or be willing to move immediately to the region that they are interested in supporting.
