Context About Relief International Relief International (RI) partners with communities impacted by conflict, climate change, and disaster to save lives, build greater resilience and promote long-term health and wellbeing. Currently, RI is active in 15 countries around the world, including some of the most fragile: Afghanistan, Iran, Iraq, Jordan, Lebanon, Myanmar, occupied Palestinian territory (oPt), Pakistan, Philippines, South Sudan, Sudan, Syria, Turkey, and Yemen. RI includes the four corporate members of the RI Alliance: RI Inc., RI-UK, RI-France, and RI-Europe. Under our alliance agreement, we operate with a single, shared management structure. Middle East Region RI operates in seven countries in the Middle East region: Iraq, Jordan, Lebanon, occupied Palestinian territory (oPt), Syria, Turkey and Yemen, with a focus on the four RI sector pillars:
Health, Water, Sanitation, and Hygiene (WASH), Education, and Economic Opportunity. We employ more than 4,000 staff (direct and indirect) in the Middle East region and implement a range of humanitarian and development programs valued at approximately $70 million USD on an annual basis. 3. Job Profile RI seeks a Regional Program Development Officer (RPDO) to support its program development efforts across the Middle East region. This position will be responsible for providing a wide range of support to the Regional Program Team contributing to the successful growth of the Middle East portfolio. The RPDO will support coordination of all proposal development processes across the country offices in the Middle East, support proposals review, contribute to opportunity tracking and pipeline management, desk research, donor engagement preparation, training materials for Country Offices, and other tasks. The position will report to the Regional Program Development Manager (RPDM), and work closely with the Regional Program Unit, Regional Finance Unit, Awards Management Unit, the Middle East Country Offices and relevant departments in the Global Support Office. This position demands a dynamic, proactive, and flexible individual with program design and development skills who is ready to provide substantive contributions and explore advancing their capacities to achieving results in a demanding and fast-paced environment. This person should be an excellent communicator and team player with fluency in English and who is at ease working in a highly diverse team, capable of adapting communication styles to different audiences.
Work closely with Regional and Country Office Teams to ensure highest quality of program development in coordination with relevant departments. · coordination with internal stakeholders and donors. Program Development · Track new opportunities and create summaries of the new opportunities for management to support decision making on application process (including application process, eligibility, and competency required for RI to apply). · Support coordination with Country Offices across all stages of program development. · Support the RPDM and Program Team in contributing to program design, for solicited and unsolicited programs, and for pilot and full-scale programs. · Coordinate/manage the preparation of funding proposals/concept notes, including proposals/concept notes writing and costing efforts across a broad range of donors and award amounts as requested by the RPDM and/or needed at Country Office level. · Work with the RPDM and Country Offices to develop work plan for proposals/concept notes. · Support/lead review, including editing, of standards proposals/concept notes, including all needed annexes. Ensure sharing full/clean packages for review by the Regional Team before submission and facilitate coordination between the Country Offices and Regional Team.
· Support RPDM in tracking and updating program development pipeline opportunities at Country Office level to ensure Middle East proposal development pipeline is accurate and up-to-date.
· Ensure RI program development process is followed across all levels. · Manage final proposal submissions through external donor platforms, including development and revision of specific donor form completions and/or additional annexes (i.e. certification and assurance, SF424S, etc.) · Support due diligence processes for new donors/new funding opportunities for Country Offices.
· Facilitate effective go/no-go decisions (including the preparation of go/no-go memos for decision-making) and cost share analysis with support from RPDM.
· Conduct research related to specific program sectors, RI’s work on the ground, donor priorities, regional funding trends, and prepare/update knowledge pieces such as capacity statements, reports, one pagers, etc.
· Ensure partnerships with other organizations within proposals follow RI’s procedures, including teaming agreements and due diligence requirements are met prior to submission. Capacity Building and Guidance · Support the RPDM and the Global Program Development Team in Country Offices and Regional Team capacity building efforts (i.e. portal familiarization and management). · Support the development and training on specific checklists/guidance/etc. as pertaining to specific donors, processes, etc. Overall Technical and Administrative Support · Track monthly progress of program development (financial and submissions by country), success rates, trends, and present them to regional programs team · Organize and fully document periodic and ad hoc departmental meetings and teleconferences with country offices and global support office · Provide administrative support including recordkeeping and data management · Support the development and/or update of Country Profile for donor meetings as requested by RPDM or RPD · Support ad hoc tasks assigned by the supervisor or the Regional Program Director, as required. · Bachelor or Master degree in International Development, Humanitarian Studies, Management Studies, or a related field in alignment with the relief and development sectors · At least two years demonstrated progressive professional experience working in programs/proposal development; · Familiarity with US Government grants, as well as ECHO/EC and or/ UN grants · Demonstrated ability to coordinate complex activities, meet deadlines, and exercise sound judgment and discipline · Independent but able to work with multiple teams in a coordinated one-team approach. · Excellent oral and written communication skills in English · Willingness to accept and absorb direct critique and participate in two-way dialogue with peers and managers to improve work quality and results · Proven high level of computer literacy and advanced Microsoft Office Suite skills (with emphasis on Word, Excel, and PowerPoint, Sharepoint) · Comfortable absorbing workload during busy seasons · Ability to travel internationally to support country programs Desir able Criteria · Understanding/experience in at least one of the key sectors of RI (Health, Nutrition, WASH, Education, and Economic Opportunity · Experience with other donors and foundations · Previous experience working with countries in the Middle East 6.
