DESCRIPTION DE POSTE :

The South East Asia region is characterized by its large size and cultural diversity, with multiple languages spoken. HI’s activities in the region focus mainly on Inclusion, Rehabilitation, and Mine Action. The region faces various humanitarian challenges, such as the civil war in Myanmar, supporting the Vietnamese government in developing rehabilitation services, and responding to climate-related disasters in the Philippines.
In 2020, HI started the regionalization process for programs in Laos, Cambodia, and Vietnam, later joined by China and the Philippines. The regional office is located in Vientiane, Laos. In 2023, the decision was made to merge the Myanmar/Thailand program into the Mekong program to fully integrate the Regional Direction and Geographic Direction. This merger is set to be completed by January 2025 at the latest. The Regional Program Development Officer will provide support to all countries in the South East Asia region.
We are currently seeking our future Regional Program Development Specialist.

YOUR MISSION:
The Regional Program Development Specialist (RPDS) works under the authority of the Regional Project Unit Manager and collaborates with the Regional Director, Technical Head of Program, and Country Managers. Their main role is to contribute to the development of the program by designing, implementing, and monitoring the fundraising strategy. They identify funding opportunities, develop concept notes and project proposals, and submit them to donors such as public institutions, foundations, and the private sector.

Your missions:

Strategic positioning and planning:
• Monitor donor strategies and priorities and anticipate calls for proposals ;
• Assist in developing and monitoring the operational strategy, with a focus on fundraising ;
• Interact with donors to understand their perception of the organization’s programming and target fundraising efforts ;
• Map other humanitarian and development actors to remain competitive ;
• Analyze fundraising trends and inform the program on secured amounts.

Relationship management:
• Develop relationships with decision-makers, organizations, and donors ;
• Attend platforms and meetings to increase visibility and gather information on funding opportunities ;
• Promote the organization’s technical positioning and skills to develop consortium agreements
• Develop supporting documents and a CRM policy .

Proposal development:
• Coordinate the writing of project proposals, including logical frameworks, MEAL plan, technical approach, planning, staffing, and budgeting ;
• Coordinate input from relevant technical advisors and coordinate involvement with HQ and mission staff ;
• Identify relevant arrangements, such as consortia, and facilitate negotiations ;
• Review proposals for compliance with donor guidelines and quality assurance ;
• Submit concept notes and project proposals to donors.

Capacity building:
• Develop training modules on proposal writing and project cycle management for staff and partners ;
• Provide training on donor rules, regulations, and strategies.

Overall, the FPDS plays a crucial role in fundraising and program development, ensuring strategic positioning, managing relationships with donors, developing high-quality proposals, and building capacity within the organization.

PROFIL ATTENDU :

The ideal candidate holds a degree from an accredited educational institution in international development or another relevant field. A minimum of 5 years of experience in similar positions is required, with at least 2 years’ experience in program development. The successful candidate must possess proven proficient level knowledge of donors, donor contract analysis, and strategic analysis skills. Expert level proposal and narrative report writing skills are mandatory for this position. Proficient level networking, representation, and negotiation skills are also required. The candidate should have previous experience in facilitating and/or designing training and skills enhancement programs, both face-to-face and through distance learning. Financial and budgetary management skills are essential as well.

• Perdiem: 510€ net/month – paid in the field
