BACKGROUND
The Regional Program Coordinator (RPC) will develop, resource, and manage the Mediterranean and North Africa Programme of IUCN. The RPC will develop a suitable framework to create synergies between both Programmes and with the strategic lines of the IUCN Mediterranean Programme of IUN-Med 2021-2024. The RPC will work with the Director to set short, medium and long-term strategic objectives for activities in the Mediterranean region. The RPC will support, and closely work with, all staff in the office in translating the strategic objectives into medium-term and annual programs, fundable projects, and work plans.
JOB DESCRIPTION

The RPC will be responsible for:

1. Overseeing the development and implementation of the IUCN Nature 2030 Programme at the Mediterranean level to meet the strategic goals and results defined in the programme and in the Mediterranean Programme 2021-2024;

2. Providing horizontal programme management and support functions for the center as a whole;

3. Ensuring a sound collaboration with IUCN offices in the Mediterranean (EURO, ECARO and ROWA), and relevant partners’ organizations to support implementation of the IUCN Programme in the Mediterranean.

MAIN DUTIES AND RESPONSIBILITIES

1. Develop and implement the IUCN Programme at the Mediterranean level to meet the strategic goals and results defined in the IUCN Nature 2030 and Mediterranean Programme 2021-2024

– Take a lead role in developing and implementing the IUCN intersessional programme in the Mediterranean and in North Africa, through providing vision and guidance in developing a well-defined strategic focus in the short, medium and long term;

– Represent IUCN in relevant events (international conventions, policy forums, national and international meetings, etc.), at the request of the office Director, giving high quality strategic representation of the program;

– Oversee the development and implementation of annual budgets and work plans and provide a timely progress report of the programme financial and technical activities in accordance with IUCN’s practices;

– Support the IUCN-Med Director in developing the fundraising strategy for the Mediterranean programme through improving relationships with donors and funding agencies so as to ensure the financial viability of the program and the relevant initiatives in the Mediterranean;

– Participate in joint planning, assessment and communication activities of the Mediterranean programme and facilitate the development of joint programmes with Members and partners;

– Work with colleagues in the regions and headquarters on regional policies relevant to the Mediterranean to ensure coherence and consistency in policy statements, and high quality of policy outputs and advice given to programme and project staff;

– Support the Director in periodically reviewing the medium to long-term stability of the current portfolio, ongoing and closed project performance and obstacles to the effective & timely delivery of ongoing projects;

– Make regular forecasts on staffing needs and communicate it with the IUCN-Med Director, HR and finance managers;

– Ensure full integration of IUCN knowledge and standards in the IUCN Programme and project portfolio in the Mediterranean and provide strategic advice to the IUCN-Med and EURO Directors on emerging priorities in the region.

2. Provide horizontal programme management and support functions for the center as a whole

– Provide guidance and support to office staff on the strategic lines and cross-cutting themes of the IUCN-Med strategy, ensuring close follow up and assessment of the level of implementation of the office project portfolio;

– Assist finance in regular monitoring of the thematic strategic area’s budget and advise managers and Director on progress and main challenges;

– Oversee the development and sustainability of the project portfolio (jointly with finance) and provide guidance to its consolidation and scale up;

– Ensure that the Project Portal and other program systems are up to date and updated regularly by project managers and their team;

– Support center staff in implementing good programme management practices and provide support through coaching, mentoring and capacity building;

– Coordinate capacity development on issues related to Mediterranean conservation challenges in line with the priority lines of the IUCN-Med Programme 2021-2024.

3. Ensure sound collaboration with IUCN offices and relevant partner organizations to support implementation of the IUCN Programme in the Mediterranean

– Work closely with IUCN Regional Offices, in particular with EURO, ECARO, and ROWA, IUCN Centres, and with IUCN Commissions to develop and maintain an appropriate project portfolio and funding for implementation of the Mediterranean programme;

– Maintain and nurture strong presence and involvement of IUCN in Southern and Eastern Mediterranean countries, and develop initiative to foster North-South and South-South collaboration;

– Develop and maintain appropriate collaboration and partnerships with relevant organizations on biodiversity conservation, regional policies and capacity building and other relevant issues of mutual interest;

– Forge new partnerships on emerging issues to position IUCN-Med as a reference in the region.

4. Reporting

– Oversee the preparation and submission of periodic reports, particularly Annual Reports by all Med Programmes.

– Provide regular updates to the Director on changes and trends in relation to IUCN’s programme and the regional and global context.

– Maintain a consolidated list of current and developing projects.

– Participate in Regional management structures and other Regional groups, task forces and committees as required. Participate in Global IUCN bodies such as Programme Planning Group and others that fall within the scope of Programme Coordination.

REQUIREMENTS
• – A master’s degree in environmental science, natural resource management, environmental policy, or related field.

• – At least 7 years of experience in programme management, preferably in the field of biodiversity conservation or environmental management.

• – Excellent knowledge and understanding of conservation priorities in the Mediterranean and partnership networks.

• – Proven experience in strategic planning, team leadership, and partnership building.

• – Excellent interpersonal, communication, and negotiation skills.

• – Fluent in English and French; proficiency in other languages relevant to the Mediterranean region will be an added advantage.

• – A clear understanding of the IUCN’s mission, strategic priorities, and operations.

• – Willingness to travel frequently across the region and internationally.

• – Proven ability to effectively motivate and collaborate with colleagues and donors.

• – Demonstrated commitment to working within teams diverse in gender, nationality, and background to achieve results.

SALARY
The minimum gross annual salary for this position is EUR 56’191. While this is an indicative amount effective as of the current date, changes may occur as per IUCN’s compensation practices without prior notice. The same applies to other organisations hosted by IUCN.
