Regional Response Manager, Sahel Region

ACDI/VOCA is seeking a Regional Rapid Response Manager for an upcoming Regional Resilience Activity in the Sahel region – Burkina Faso, Chad, and Mauritania – funded by USAID. The anticipated program seeks to expand resilience in the Sahel, improving the ability of individuals, households, and communities to mitigate, adapt to, and recover from perennial shocks and stresses.

The Regional Response Manager will oversee emergency response activities, support monitoring processes, and contribute to capacity building of staff in rapid response strategies. The program is anticipated to start in 2024 and this position will be based in Burkina Faso.

Responsibilities

  • Establish and maintain efficient systems for the monitoring of potential crises (including natural and man-made), ensuring a proactive and preemptive approach to rapid response
  • Lead the development and implementation of rapid response strategies and interventions to address emerging crises and shocks in the Sahel region
  • Coordinate with local authorities, humanitarian agencies, community leaders and local CSOs/NGOs to assess needs, prioritize response efforts in effort toedliver timely assistance to affected communities while ensuring compliance with USAID and ACDI/VOCA rules and regulations for sub-award and grant recipients
  • Manage emergency relief operations through local and regional country partners, including the procurement and distribution of essential supplies, food aid, shelter, and non-food items to affected communities and
  • Provide technical guidance and capacity building support to program staff, partners, and community members on rapid response protocols, emergency preparedness, disaster risk reduction and, where possible, operating within the USAID collaboration, learning and adapting (CLA) principles
  • Collaborate with government agencies, NGOs/CSOs, and other stakeholders to strengthen local resilience mechanisms and build community-based disaster management capacities
  • Document and disseminate best practices and lessons learned from rapid response activities to inform future programming and contribute to wider knowledge sharing efforts and ensure these are available through various knowledge management or other shared learning repositories

Qualifications

  • Bachelor’s degree in international development, disaster management, or a relevant field is required; a master’s degree is desired.
  • At least 7 years of progressively responsible experience managing a donor-funded project’s emergency response or disaster management component.
  • Proven experience in coordinating rapid response activities, including needs assessments, resource mobilization, and delivery of assistance in emergency contexts and compliance with USAID rules and regulations.
  • Knowledge of USAID/BHA procurement requirements, especially in emergency settings
  • Knowledge and experience managing activities under USAID Collaboration, Learning and Adapting (CLA) principles is preferred
  • Experience working in Burkina Faso required.
  • Fluency in French is required; English strongly desired.
