Background: 

NRC currently has over 3,000 staff across the Middle East dedicated to assisting people affected by conflict in Jordan, Syria, Lebanon, Iraq, Libya and Palestine. Its humanitarian interventions are based upon its programming expertise in the Core Competencies of Shelter, Education, WASH, Livelihoods and Food Security, and Information Counselling and Legal Assistance (ICLA) to vulnerable displaced people that were forced to flee.

The Regional Programme Department, based in Amman and managed by the Regional Programme Director, is responsible for the strategic development of NRC programming in the region by maximizing the support to and the development of Country Offices (CO) as well as by exploring and creating synergies among COs. The Regional Programme Department is focused on research, policies, guidance and procedures, evidence and learning, capacity building, programme quality and donor relations. The department includes a Core Competency and Thematic Unit, a Durable Solutions Unit and Business Development Unit and a Programme Development and Support Unit with some additional functions.

Job Purpose

The Roving Regional Monitoring Evaluation & Learning (MEL) Advisor is a member of the Regional Programme Unit and will be required to undertake gap-filling missions to NRC country programmes to provide senior MEL support for periods of up to three months. Positions might include head of department roles, or country coordination roles, as per the country requirements. Each short-term mission will be precisely defined through dedicated and agreed Terms of Reference. It is possible that on occasion the role will be deployed to specific countries, but simultaneously support further gaps in other countries, remotely.

What you will do

  • Regional focal point for MEL in the Middle East Region country offices (CO).
  • Technical MEL support to COs (mentoring, coaching, training etc) in prioritized areas in order to strengthen M&E processes and quality processes at the CO level. This can include the development of MEL SOPs, evaluation planning and management, results measurement, and data collection methodologies.
  • Advise CO Management on MEL solutions/options in the design of MEL staffing, resourcing, and budgeting for M&E, support country-level M&E recruitments and induction of new staff.
  • Contribute to organisational learning through supporting specific analysis, lessons learned and reports.
  • Support the CO Core Competency Specialists in the design and implementation of programme M&E requirements, which might include analysis and use of data, advice on the suitability of indicators, and development and implementation of data collection tools.
  • Ensure monitoring activities of outputs and outcomes are in line with best practice, required timeframes and following ethical standards.
  • Supporting project reporting and use of internal information management platforms
  • Ensuring MEL is considered throughout Project Cycle Management (PCM) and advocating for best practices and minimum M&E standards.
  • Technical support and oversight of Complaints and Feedback Mechanisms (CFM)

Specific responsibilities 

This will be defined within each gap-filling mission’s TOR, depending on the assignment and country office’s set-up.

Professional Competencies, Qualifications & Skills  required 

  • Three to five (3-5) years of work experience at a senior level in monitoring and evaluation.
  • Advanced degree in economics, research methods, social sciences, or a related field.
  • Solid Experience of evaluation or research methods – qualitative and quantitative data analysis and tools.
  • Sound analytical skills (complex research, systems development, and evaluations).
  • Demonstrated experience with various software packages for quantitative and qualitative data analysis (e.g. Excel; SPSS, STATA, Epi Info, or R; NVivo, MAXQDA, or ATLAS…) and above average computer skills, particularly in Microsoft Windows Word and Excel.
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.
  • Fluency in English; Arabic as an added advantage.
  • Experience working in complex and volatile contexts.
  • Experience with capacity building and delivering /leading on M&E in remote management or hard-to-reach context.
