Background

Danish Refugee Council (DRC) has an operational presence in West and Central Africa since 2014, working in Burkina Faso, Mali, Niger, Nigeria, Cameroon and the Central African Republic. The Regional office, where the Regional Humanitarian Access and Safety Coordinator (RHASC) is based is in Dakar.

Currently, DRC delivers life-saving assistance and protection to vulnerable, conflict-affected populations including internally displaced persons, returnees and host communities in the areas of armed violence reduction, humanitarian mine action, livelihoods, nutrition and food security, protection, shelter and non-food items (NFI) and water, sanitation and hygiene (WASH).

DRC is in the phase 2 of its reorganisation. The West and Central Africa, North Africa and Latin America (WANALA) region has 73 bases spread around three main areas in 12 countries: 43 in West Africa (former WARO), 11 in North Africa (former NARO) and 19 in the Americas.

Purpose

Based in the DRC West Africa, North Africa and Latin America (WANALA) Regional Office, the Regional Safety Trainee will support the development and quality review of Safety Risk Management System. The Trainee will work intensively with the Regional Humanitarian Access and Safety Coordinator, and will have interactions with the Support services, the Program Department and Country Offices in the region. It is a unique opportunity to join a well-known international organization and benefit from a support adapted to the practical application of academic teaching.

Duties and Responsibilities

Overall objectives

  • Participates in the development and implementation of the Danish Refugee Council’s (DRC’s) Safety Risk Management System (SRMS) in the WANALA region
  • Participates in the management of safety information in the WANALA region

SRMS:

  • Participate in the follow-up of countries for the different components of the DRC Safety Risk Management System: Safety Level System (SLS), Context assessment, Safety Risk and Threat Assessments (SRA), Welcome Safety Pack, Local Safety Rules (LSR), Minimum Operating Safety Standards (MOSS), Safety Improvement Plan (SIP), SOPs, Contingency Plan (CIMP) etc.
  • Participate in quality assurance of the aforementioned documentation and processes.

Information Management and Reporting

  • Contribute to the monitoring the safety situation in the WANALA region
  • Draft the regional safety weekly report
  • Contribute to the maintenance of regional SRMS tracker and the Training Tracker
  • Contribute to the update of the safety trainings calendar
  • Support in the maintenance of Machform
  • Contribute to the update of the WANALA Safety Sharepoint
  • Contribute to the update of the welcome safety package is provided to regional newcomers and visitor

Required Qualifications

  • Post-graduate degree/ University Degree (Bachelor or Master) in International Development/Development Studies, International Relations, Economics, Political Science/Public Affairs, Business Administration or Management, or another relevant field
  • Previous experience in an international organization (between at least 4 months to two years)
  • Studies and/or previous experience in the safety and security field
  • Proven coordination experience
  • Proven ability to prioritize tasks and meet deadlines
  • Excellent communication and interpersonal skills
  • Full professional fluency in French and English language
  • Minimum Professional Proficiency in Spanish language is ideal
  • Understanding of the different contexts in West Africa and/or North Africa and/or Latin America
  • Excellent analysis skills
  • Excellent Computer Skills (MS Office, Internet)

General Regulations

  • The employee shall follow DRC instructions on safety, confidentiality and ethical guidelines, including the Code of Conduct and the Humanitarian Accountability Framework
  • Employee should not engage in any other paid activity during the DRC contract period without prior authorization
  • Employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period
  • Employee should not give interviews to the media or publish project-related photos or other material without prior authorization
  • Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request
