Duties and Responsibilities

The ESCWA Gender Justice, Population and Inclusive Development Cluster in collaboration with UN Women is recruiting a senior consultant to prepare the Beijing+30 regional synthesis report. The consultant will also provide substantive input, conduct research, and prepare and/or contribute to some of the proposed deliverables, as detailed below.

Within the delegated authority and under the direct supervision of the Chief of UN-ESCWA’s Centre for Women, the consultant will be responsible for the following tasks:

1. Attend and take part in the consultations with various groups of stakeholders, including parliamentarians, policy makers, CSOs, multi-stakeholders, and organizations of persons with disabilities that will take place in the first quarter of 2024 on Beijing +30, and substantively contribute to the development of the consultation materials and documents as needed.

2. Prepare an initial quantitative and qualitative draft Beijing+30 review report for the Arab region (in Arabic), consisting of a synthesis of the main findings of the national review reports of the Arab countries.

3. Review the draft report and incorporate comments and feedback received from UN-ESCWA, UN-Women and LAS; and submit a revised draft, in preparation for the “expert group meeting to review and validate the Beijing+30 review report for the Arab region,” to be held in September 2024.

4. Contribute to the preparations of the expert group meeting by preparing power point presentations (in Arabic and English) on the various sections of the Beijing+30 regional review report, the meeting agenda, and other documents as needed.

5. Take part in the expert group meeting, to be held in September 2024, and act as a resource person.

6. Prepare a meeting report (in English); reflecting on the proceedings and key findings of the expert group meeting, the main points of discussion, and its concluding outcomes (based on UN-ESCWA’s standard format of meeting reports).

7. Incorporate comments and feedback into the draft Beijing+30 regional review report as emanating from the expert group meeting, UN-ESCWA, UN-Women and LAS teams, and complete it into its final draft to be cleared by the Director of the Gender Justice, Population and Inclusive Development Cluster, UN-Women and LAS.

8. Prepare an analytical Executive Summary (in Arabic and English) of the final draft of the Beijing+30 regional review report with policy recommendations that address identified gaps in gender equality and women’s empowerment in the region.

9. Based on the final version of the report, produce a short list of key messages that could be used for media and communication purposes.

10. Prepare background materials for the high-level regional conference, including summary of findings highlighting regional trends, achievements and challenges.

Qualifications/special skills

A master’s degree or equivalent in Social Sciences or any other related area is required.

All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed.

A minimum of seven years of relevant experience in socio-economic development in the region is required.
Experience in drafting and editing reports and presentations is required.
Research experience in both quantitative and qualitative domains as well as previous experience in the Arab region is required.
Advanced written and verbal communication and public speaking skills is required.

Languages

Languages English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA.

For this position, fluency in Arabic and English is required.

Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
